Duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Prepares memoranda, policy statements, written guidelines and recommendations, and detailed action plans and schedules for long and short-range project accomplishment; and ensures that plans are consistent with Service goals, schedules, and policies. Establishes a system to review, control, and report on Court Witness program status. Recommends resource requirements and negotiates with management to obtain needed resources and support. Monitors status and resources to meet goals and objectives and recommends adjustment of work plans and resources for project accomplishment. Prepares and presents briefings on the entire range of Campus and National Computer Center actions applicable to specific cases. Plans, coordinates, and establishes operating methods and procedures for accomplishment of the Court Witness Program mission and assists in the development and delivery of employee training relating to the program. Assists Small Business/Self Employed Division, Wage and Investment Division, Criminal Investigation Division employees, the United States Attorney's staff, and other law enforcement agencies, in pre-trial preparation. Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE GS-09: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes experience working with the paper and electronic processing of Federal income tax returns, including ability to identify sources of these documents. Experience with Federal income tax laws, forms, notices, IRS policies/procedures, and how to research information from these and the Internal Revenue Manual (IRM). Experience working with and researching the Integrated Data Retrieval System (IDRS) and with numerous IDRS transaction/command codes. Experience verbally communicating with various internal and external audiences and conducting effective exchanges in sometimes aggressive and/or hostile situations. Experience explaining technical information to audiences with little familiarity with the information. Experience managing changing workloads to meet short deadlines. Experience reviewing written documents, interpreting the information, identifying missing information, and perfecting those documents. OR You may substitute education for specialized as follows:A master's or equivalent graduate degreeOR2 full years of progressively higher-level graduate education leading to such a degree. OR an LL.B. or J.D., if related. SPECIALIZED EXPERIENCE GS-10: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes experience working with of the paper and electronic processing of Federal income tax returns, including ability to identify sources of these documents for pre-trial preparation. Experience working with Federal income tax laws, forms, notices, IRS policies/procedures, and how to research information from these and the Internal Revenue Manual (IRM) in preparation for a trial. Experience working with and researching the Integrated Data Retrieval System (IDRS) and with numerous IDRS transaction/command codes. Experience verbally communicating with various internal and external audiences and conducting effective exchanges in aggressive and/or hostile situations, including testifying in judicial proceedings. Experience explaining technical information to audiences that have some familiarity with the information shared. Experience managing changing workloads to meet changing and/or short deadlines. Experience reviewing written documents, identifying missing information, interpreting the information and perfecting those documents for evidence and/or trial. NOTE: For the GS-10 level education cannot be substituted for specialized experience. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions. Education

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
