The primary purpose of this position is to serve as a senior technical subject matter expert performing and directing the development of Intelligence analysis software, databases, and tools to enable the engineering design, analysis, and modeling & simulation of adversary systems involving threats from the Air, Integrated Air Defense Systems, Ballistic Missile, Cyber and/or Space/Counterspace domains.
Duties
Performs multi-disciplinary professional engineering/computer science work involving the application of electronics, mechanical, aerospace, and/or other engineering/computer science disciplines to satisfy the needs of customers in the acquisition, development, and/or sustainment of weapon systems, sub-systems, or support systems Provides intelligence support to enable military operations, force modernization, and policy making. Serves as an engineering and computer science consultant and technical expert to senior officials, intelligence analysts, engineers, software developers, and/or other national and international Intelligence Community partners Represents NASIC at various DoD, national and international level working groups to advocate NASICs position on intelligence analysis applications and their development; the characterization of threat weapons; and to collaborate or support work involving modeling and simulation.
Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENTS: Mechanical Engineer 0830, Computer Engineer 0854, Electronics Engineer 0855, Aerospace Engineer 0861 A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf BASIC REQUIREMENTS: Computer Scientist Series 1550 Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: a comprehensive knowledge of the concepts, principles and practices of intelligence research, analysis, and dissemination applications that includes the evaluation of many diverse sources of information utilizing multiple intelligence information systems and a knowledge of a broad spectrum of multi-disciplinary intelligence processes and techniques in order to develop intelligence capability and threat assessments. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of inter-disciplinary engineering (such as electronics, electrical, computer, aerospace, or mechanical disciplines, mathematics, computer science, or closely related fields) and computer science concepts, principles, standards, methods, techniques, practices, and procedures to effectively apply engineering and computer science theories, principles, and concepts to intelligence analysis application development to enable the engineering design, analysis, and modeling & simulation (M&S) of threat systems. Professional knowledge of principles, concepts, and methodologies of all-source scientific and technical intelligence (S& Tl) analysis, software development, modeling and simulation, and the Defense Intelligence Analysis Program (DIAP). Expanded knowledge of the mission, role, function, organizational structure, and operation of the DoD, Air Force, and Intelligence Community; and their communication and information infrastructures and organizations. Skill and ability to gather and analyze a variety of program information, make sound judgments concerning task progress and effectively communicate, including the presentation of technical problems and results in a logical and concise manner; skill and ability to apply practical thinking skills, attention to detail, balanced decision making, conceptual thinking, consistency, goal directedness, problem and situation analysis, reliability, and theoretical problem solving, emotional control, handling stress, initiative, job ethics, meeting standards, listening skills, personal accountability, commitment, and drive. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy; and ability to plan and organize work, and consult effectively with co-workers and peers. Ability to collaborate and effectively work within a group setting, maintain effective working relationships with a variety of technical representatives, peers, and government contractors; and skill in presenting technical findings CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A nondisclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TOP) under the Air Force Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
