FACILITY OPERATIONS SPECIALIST

Summary

You will serve as a FACILITY OPERATIONS SPECIALIST in the NAVWAR REVITALIZATION PROGRAM MANAGER of NAVAL INFORMATION WARFARE SYSTEMS COMMAND.

Duties

• •You will formulate, authorize, and execute the master Plan of Action and Milestones (POAM) to transition the aging OTC infrastructure into a secure, state-of-the-art facility designed to support the command’s evolving global Cyber Warfare mission.
• •You will direct high-stakes, exclusive contract negotiations with private sector master developers, overseeing multi-phase federal solicitations, down-selects, and requests for proposals (RFPs) to secure long-term infrastructure assets.
• •You will establish, chairs, and direct high-performing, inter-agency Integrated Product Teams (IPTs) and executive steering committees comprising technical and administrative directors across multiple distinct military commands
• •You will synthesize highly sensitive C4I, IT integration, and multi-service facility requirements into binding contract mechanisms.
• •You will manage associated prime commercial contracts, maintaining strict, uncompromised adherence to the Federal Acquisition Regulation (FAR) and Defense Financial Management regulations.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band NH-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading full-lifecycle facility sustainment, restoration, and/or construction projects; synchronizing milestones with internal/external stakeholders to eliminate schedule conflicts; applying MEP, MAP, or LRMP frameworks to program funding and advise clients on requirements.
