Salary: $24.711538/hour
Work Schedule: Monday – Friday
Primary Hours: 8:00 a.m. – 5:00 p.m.

Position Purpose
Under direction of the Financial Management Reimbursement Manager, this position is responsible for administering activities outlined in the Supplemental Hospital Offset Payment Program (SHOPP) Act (HB 1381), the Disproportionate Share Hospital (DSH) payment program, and other supplemental payments. This position performs complex work of a broad and diversified nature including the review and analysis of assessments, creating and verifying expenditures as well as reconciling payments and tracking other information related to the adjudication of the SHOPP Act, DSH, and other supplemental payments. Incumbents in this class are assigned a wide range of responsibilities ensuring that required actions are completed to review and investigate cost reports, assessments and possible discrepancies. Employees may be assigned primary responsibility for performing various quality control functions to ensure that transactions are processed and completed in accordance with federal or agency guidelines.
Essential Functions May Include:
Works with Hospital Advisory Committee and Health Policy Staff to promulgate rules and regulations.
Primary contact for Oklahoma hospitals to resolve any concerns or issues that may arise regarding assessment and access payments.
Works as a liaison between the OHCA and the Hospital Advisory Committee.
Assists in determining which hospitals shall be included in and excluded from the SHOPP Act, DSH, and other supplemental payments.
Assists in reviewing and determining the amount of annual assessments.
Enters expenditures of access payments.
Tracks and maintains a database of assessments and payments assuring all activities occur in a timely fashion.
Prepares administrative, statistical and/or fiscal reports and documents pertaining to the SHOPP, DSH, and other supplemental payments. Presents reports to management or interested parties.
Attends meetings with agency personnel and other officials.
Initiates contact with hospitals to solicit information, correct errors or omissions on cost reports, and to investigate questionable data.
Assists in the design, testing and implementation of system changes. Identifies system discrepancies and recommends ongoing maintenance of system changes or changes needed to implement new policy.
Responds to non-routine or complex oral and written inquiries regarding assessments, payments, and other financial transactions related to the SHOPP Act, DSH, and other supplemental payments.
Explains policy and procedure for Medicaid related to the SHOPP Act, DSH, and other supplemental payments to hospitals, agency staff, and interested parties.
Other duties as assigned.
Supervisory Responsibilities: This position does not supervise.
Knowledge, Skills, Abilities and Competency Requirements
Knowledge of financial and program administration principles, Medicaid reimbursement methodologies, fiscal reporting, and applicable federal and state regulations; skill in analyzing complex financial data, reviewing cost reports and assessments, identifying discrepancies, maintaining accurate records, and preparing clear fiscal and statistical reports; and the ability to interpret and apply policies and procedures, manage multiple priorities and deadlines, investigate and resolve complex issues, communicate technical information effectively, and establish productive working relationships with hospitals, agency staff, and other stakeholders. Key Korn Ferry competencies include Manages Complexity, demonstrated through evaluating multifaceted financial and program information; Ensures Accountability, demonstrated through maintaining accuracy, compliance, and timely completion of assessments and payments; and Communicates Effectively, demonstrated through explaining complex policies, responding to inquiries, presenting information, and serving as a liaison with internal and external partners.

Education and/or Experience:
Bachelor’s degree in Accounting, Finance, Business or closely related field OR
4 years of experience in technical, administrative, or fiscal related work OR
An equivalent combination of education and experience.
Preference Qualifications Include:
SoonerCare experience;
Cost reporting experience;
ICE experience, specifically Provider and Financial subsystems;
Clerical experience in a professional setting;
Bilingual fluency;
Experience with MS Office; specifically Word (Mail Merge), Excel and Access.
Experience with Business Objects.
Physical Demands and Work Environment
Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise levels. In the course of performing job duties, employees are required to speak, stand, walk, and reach with their hands and arms. This position requires extended periods of sitting and daily use of computers and phones. Employees must be willing to complete all job-related travel associated with this position. Being present at the office is an essential function of this position.
