FINANCIAL MANAGEMENT ANALYST

Summary

You will serve as a FINANCIAL MANAGEMENT ANALYST in the Office of the Assistant Secretary of the Navy of ASN.

Duties

• •You will serve as principal enterprise authority directing the strategy, architecture, and governance of advanced financial analytics, predictive modeling, and decision-support solutions across DON and DoW components.
• •You will chair cross-functional IPTs, executive committees, and naval governance boards, aligning Flag/SES leadership and Resource Sponsors to resolve complex financial challenges and deliver critical analytics capabilities.
• •You will conduct complex financial and program analyses to evaluate costs, benefits, risks, and alternative methods that are of central importance to the organization.
• •You will apply advanced accounting, internal control, and financial reporting principles to ensure the accuracy, reliability, and integrity of organizational enterprise financial systems information.
• •You will maintain executive accountability for multi-million-dollar program portfolios and risk mitigation strategies, ensuring timely delivery aligned with SECNAV priorities and statutory mandates (CFO Act, FIAR, NDAA, OMB).
• •You will formulate and execute enterprise analytics strategies that enhance financial transparency and auditability, directly supporting SECNAV/CNO priorities, systems transformation, and multi-billion-dollar POM formulation.
• •You will advise Secretariat, Flag, and SES leadership by synthesizing complex financial datasets and identifying systemic fiscal anomalies to decisively guide enterprise strategic planning and resource allocation.
• •You will direct lifecycle governance of enterprise-class, AI/ML-augmented financial models, dashboards, and decision tools to optimize multi-billion-dollar budgetary operations and fleet/shore resource allocation.
• •You will lead acquisition oversight for multi-million-dollar contractor portfolios; approves PWS/QASP documentation, directs Technical Evaluation Teams (TETs), and validates deliverables against cost, schedule, and performance benchmarks.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience directing multidisciplinary teams / technical leads in developing and governing advanced analytical frameworks, budget execution dashboards, and predictive decision-support solutions that optimize multi-billion-dollar financial operations, resource management, and audit readiness. - Experience providing authoritative financial advisory services by translating complex fiscal datasets and systemic expenditure trends into decisive executive intelligence to advise senior leaders and Secretariat leadership on strategic resource allocation and financial policy. - Experience managing portfolio of high-visibility analytics products and steering data-driven solutions that resolve complex financial challenges, remediate Notice of Findings and Recommendations (NFRs), and ensure compliance with FIAR and NDAA mandates. - Experience orchestrating enterprise data integration and modernization initiatives across legacy and modern ERPs (specifically SAP and Oracle EBS) by architecting unified schemas and establishing single-source-of-truth repositories for financial reporting.
