Financial Management Specialist

Summary

This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for Financially managing individual Foreign Military Sales (FMS) programs for foreign countries providing advice and guidance on all financial aspects of these programs.

Duties

As a Financial Management Specialist at the GS-0501-14 some of your typical work assignments may include: Financial Analysis and Reporting: Analyze daily/monthly DFAS reports to monitor account health and prepare quarterly special bills. Leadership in Financial Management Reviews: Lead Financial Management Reviews for assigned partners, ensuring policy compliance and effective financial management Stakeholder Coordination: Maintain close collaboration with DSCA, Army, Navy, Air Force, DFAS, DoS, and U.S. Military Group colleagues to address partner financial issues and stay up-to-date on applicable policy initiatives. Policy and Legislative Input: Prepare briefings and papers for senior DSCA leadership, coordinate with DoS and OSW Policy on case specific issues and FMF management, and provide input on policy documents related to security cooperation.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Conducting financial management reviews and briefings with foreign partner nations Formulating and overseeing financial execution of changes or adjustments relating to Foreign Military Sales or Security Cooperation financial management programs Participating in the development, coordination, and promulgation of guidance that affects the financial execution of Foreign Military Sales or Security Cooperation Programs Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional information: Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements. Incumbent must complete DoD SCW Basic-level certification courses within one year. Requirements for Proficiency Level 1 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two years. FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted time frame (two years). Only experience and education obtained by the closing date of this announcement will be considered.
