Duties

• •Serves as an inventory account processing expert, providing technical instruction, direction, and assistance to Defense Fuel Support Points (DFSPs) on fuel accountability, system processes, and discrepancy resolution.
• •Monitors and analyzes daily DLA-owned petroleum inventory records in the systems of record (FMD, EEBP, and EBS) to identify, research, and correct transaction processing errors.
• •Performs complex monthly reconciliations of DFSP accounts, reviewing end-of-month gain/loss reports, and monitoring Help Desk ticket resolution to prevent processing bottlenecks.
• •Analyzes Movements Under Investigation (MUI) and daily shipment/receipt discrepancies, directing causative research and ensuring proper completion of DD Form 361 for excessive gains or losses.
• •Conducts customer assistance visits to assigned DFSPs to audit compliance with DoD 4140.25M regulations and provides corrective action plans for identified deficiencies.
• •Coordinates transportation, traffic management, and movement of petroleum, additives, and lube oil products in collaboration with Traffic Management Specialists.
• •Performs financial and billing reconciliation by auditing undelivered orders, un-liquidated obligations, automated invoices, and transaction logs in WAWF and EBS

Qualifications

To qualify for a General Supply Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Experience monitoring and reconciling bulk petroleum, oil, and lubricant (POL) inventories across multiple storage locations, ensuring compliance Experience auditing and troubleshooting transactions within enterprise-level inventory databases using automated systems to resolve discrepancies and billing errors. Experience conducting causative research on excessive product gains and losses, analyzing shipping versus receipt variances, and documenting findings using standard investigative forms. Experience performing compliance reviews or site assistance visits at field activities to evaluate inventory procedures, identify operational deficiencies, and provide corrective training. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
