About the Position: Serves as the Lead Defense Medical Human Resources System-internet Labor Cost Accounting (LCA) subject matter expert for Dwight D. Eisenhower Army Medical Center (DDEAMC), Fort Buchanan, SOUTHCOM and all dental facilities. Duties

• •Serve as the Lead Defense Medical Human Resources System-internet (DMHRSi) Labor Cost Accounting (LCA) subject matter expert for Dwight D. Eisenhower Army Medical Center, and all dental facilities.
• •Maintain and monitor all aspects of the DMHRSi (Defense Medical Human Resources System Interne) pertaining to the Labor Cost Assignment module for DDEAMC and its child facilities.
• •Provide assistance to sites as needed to address questions relating to Military Health Systems (MHS) Genesis, Expense Assignment System-internet (EASi), General Finance Enterprise Business Systems (GFEBS) and DMHRSi.
• •Compile, consolidate, review, analyze, and submit all finalized Medical Expense and Performance Reporting System (MEPRS) reports, providing information on expenses, obligations, workload, and manpower.
• •Evaluate data submitted for consistency with historical data, deviations from established mean costs, distortions in performance factor costs, productivity, workload and cost trend.
• •Oversee quarterly training requirements and hands on training at various locations within the facilities under the purview of the Dwight D. Eisenhower Army Medical Center,( DDEAMC) or Dental Activity (DENTAC) Commanders.
• •Develop instructional guidance and functional procedure documents and manuals used for internal operations in various sections of the hospital in order to implement and maintain reporting requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirements for Health System Specialist GS-11: One year of specialized experience which includes utilizing various databases and systems to monitor Medical Treatment Facility (MTF) delivery processes; running and analyzing reports to identify issues; implementing improvements to healthcare processes; and assisting with such as workload, financial, and personnel matters. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
