Summary

This position serves as the lead Investigations Program Coordinator within the Corporate Compliance Service at the G.V. (Sonny) Montgomery Veterans Affairs Medical Center.

Duties

Duties include, but are not limited to: Ability to direct and coordinate a wide variety of administrative and technical activities to ensure appropriate actions are implemented. Leading interdisciplinary teams, projects, and programs to accomplishment the organizational goals and objectives. Responsible to coordinate and oversee all incoming requests for investigations and/or fact findings from internal VA employees and a variety of oversight organizations including, but not limited to Administrative Investigative Boards (AIB), Office of Accountability and Whistleblower Protection (OAWP), Office of Inspector General (OIG), Office of General Counsel (OGC), Government Accountability Office (GAO), Equal Employee Office (EEO), Harassment Prevention Program (HPP), and internal staff issues not resolved at the service level. Plans, conducts and/or coordinates investigations related to alleged or suspected violations of administrative policies/procedures, making referrals to VA Police and/or VA OIG if suspect of violations of criminal laws. Perform analytical and evaluative audits associated with the program's activities as well as the extraction and collection of the data for analysis. Oversees the development and implementation of regular and effective education and training for all G.V. (Sonny) Montgomery VAMC employees on issues relating to conducting fact findings and investigations. CCIC collaborates with OGG, EEO/HPP, and ELR/HR in developing and providing investigation(s) and/or fact finding(s) trainings. Serves as the primary facility-level liaison between the Compliance Investigations Program and key internal and external oversight, legal, and investigative entities. Serves as the facility-level liaison for the Harassment Prevention Program (HPP) and possesses comprehensive, authoritative knowledge of VA Directive/Handbook 5979 and all associated implementing guidance. Serves as a key program participant and coordination resource, contributing investigations expertise, threat assessment knowledge, and interagency coordination skills to support a safe and secure environment for Veterans, staff, and visitors. Prepares and submits comprehensive reports and correspondence, including executive-level briefings, trend analyses, and regulatory response documents, in a timely manner with appropriate supervisory approval. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2026. Individual Occupational Requirement: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements. Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Transcript required) OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the above Individual Occupational Requirement (IOR), applicants must also meet the experience and/or directly related education relevant to this position. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Oversee investigations and maintaining precise case records. Create and provide training on investigations, compliance, ethics, and related subjects. Draft investigative reports, summaries, findings, timelines, and formal documentation. Review investigative files and reports for accuracy and procedural compliance. Advise managers and investigators on investigative procedures, documentation, evidence collection, and compliance requirements. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education (beyond the first two graduate years or 36 semester hours) and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
