Housing Manager

Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located within the Housing Division of the Directorate of Public Works at Fort Gordon, GA.

Duties

• •Serve as a Housing Manager in the Directorate of Public Works at a large multi-mission installation.
• •Perform broad management functions with the planning, management, administration, and implementation of an installation housing program.
• •Oversee the Basic Allowance for Housing (BAH) data collection and reports submission.
• •Develop technical guidance and plans based on Army Command Policies to meet installation housing goals.
• •Directs the formulation of housing improvement plans within the framework of generally established Army objectives, policies, and standards.
• •Approve financial work plans for execution within approved resources.
• •Safeguard the technical direction and contract performance are following the installation’s mission.
• •Serve as the Contracting Officer Representative responsible for contractor owned government leased quarters.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience includes demonstrated experience in 1) Administering housing management programs within a large-scale organization; 2) Developing short and long-range strategies to meet organizational requirements; 3) Experience in managing contractual agreements for a sizeable housing organization. 4) Overseeing the budget for housing programs. 5) Experience in conducting inspections/audits to determine housing conditions to ensure compliance is being met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
