Summary
Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Human Resources, Management Talent Management Directorate, CBP Hiring Center. Additional selections may be made beyond the total number of vacancies specified using this vacancy announcement. Duties
As a U.S. Customs and Border Protection Human Resources Specialist (Classification) within the Classification Branch, you will support CBP's hiring mission by classifying General Schedule and Federal Wage System positions, reviewing position descriptions, conducting desk audits, maintaining position data, and assisting with position management activities. This position starts at a salary of $55,012.00 (GS-07, Step 1) to $87,482.00 (GS-Gs-09, Step 10) with promotion potential to $126,859 (GS-12 Step 10). As a Human Resources Specialist (Classification) within the Classification Branch, you will perform duties such as the following: Classifiing position descriptions using Office of Personnel Management (OPM) classification standards by making determinations on the proper pay plan, title, series and grade level for General Schedule (GS) positions. Assisting higher graded specialists, interpreting classification issuances, directives, regulations, laws and procedures Developing how to how to prepare evaluations reports of findings. Assisting higher graded specialists, making auxiliary determinations that rarely would result in controversy to classified positions. Receiving on the job training on several human resources software programs to assess information, record and enter data on positions
Qualifications
Experience: You qualify for the GS-07 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting research from various sources to compile and consolidate information. Gathering and analyzing basic facts for classification actions. Communicating factual and procedural information clearly to customers. Education Substitution for GS-07: Successful completion of one year of full-time graduate education from an accredited college or university may substitute for the experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours. OR Superior Academic Achievement (SAA) may also substitute for the experience required. It is based on (1) class standing, (2) grade-point average (i.e., GPA 3.0 or higher of a possible 4.0, excluding pass/fail credits. Pass/fail credits cannot be more than 10% of total credits), or (3) honor society membership. Review Superior Academic Achievement (SAA) to see if you qualify under this provision. Experience: You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting higher graded specialists with conducting desk audits. Reviewing management requests for classification actions. Interpreting and applying position classification standards to positions to determine the correct pay category, occupational series, title, and grade level. Preparing evaluation reports and discussing findings with management and employees. Education Substitution for GS-09: A master's degree or equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree, a J.D. or an LL.B. degree from an accredited college or university may substitute for experience required at this level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester hours or 54 quarter hours. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process by 10/06/2026. In order to be considered for this position, you must complete all required steps in the process. The USA Hire Assessments includes a cut score based on the minimum level of required proficiency in these critical general competencies. You must meet or exceed the cut score to be considered.
