The primary purpose of this position is to serve as a senior Air Force analyst, providing professional and scientific expertise in performance of work requiring knowledge and application of engineering principles, methods, and techniques.

Duties

1. Leads the development and documentation of analysis regarding foreign weapons. Performs and oversees a broad range of electronic and aerodynamic analysis and/or engineering assignments entailing unique problems, creative solutions, innovative use of techniques, advanced approaches and or new technology. 2. As a recognized expert provides engineering and technical guidance, and advisory support. Leads and assists on projects and/or major project phases for broad and varied operations. Performs very complex, difficult assignments on an individual basis or as a team member/leader responsible for completing phases of an overall work effort. 3. As a recognized expert, manages analytic partnerships. Initiates, develops, and directs technical intelligence research and analysis toward determining the limitations of foreign aerodynamic systems. Conceives and develops new methodologies for exploitation of technical intelligence data pertinent to countering foreign system developments. 4. Ensures the quality and reliability of civilian, military, and contractor-produced Scientific and Technical Intelligence (S&TI) by leading comprehensive reviews and assessments; this includes rigorous validation of methodologies, data sources, and analytical conclusions to guarantee accuracy and compliance with established intelligence standards. 5. Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development organizations, and participation in formal training programs. Keeps current on emerging technological and scientific techniques and research methods through independent study and reading/reviewing electronic engineering journals and current literature.

Qualifications

This is an Interdisciplinary position that may be filled as a General Engineer, GG-0801-14, Mechanical Engineer, GG-0830-14, Electronics Engineer GG-0855-14, or Aerospace Engineer, GG-0861-14 in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: GENERAL ENGINEER/ MECHANICAL ENGINEER/ ELECTRONICS ENGINEER/ AEROSPACE ENGINEER GG-0801/0830/0855/0861-14 A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Examples of creditable experience include: a mastery of one or more professional or administrative fields; knowledge of current and emerging aircraft subsystems including avionics, sensors, weapons, propulsion, and communications systems and radar systems is necessary; working understanding of various airborne electronic warfare and offboard support systems is desirable; knowledge of intelligence requirements, tasking, analysis, evaluation, interpretation, reporting, collection, production, and dissemination; knowledge of program management, technical operational background, contract management, and financial management procedures; knowledge of other engineering disciplines, technical design and development project work, and standard acquisition regulation, practices, and procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. Professional knowledge in aerospace, electronics, systems, and mechanical engineering with a strong background and knowledge of a wide range of concepts, principles, and practices relating to scientific and technical intelligence as it applies to air vehicles, weapons, and their associated subsystems. 2. Knowledge of the role intelligence plays through a weapon's system's life-cycle, operational planning, and execution, policy; in-depth knowledge of the intelligence cycle and intelligence policy and guidance, and the structure organization, roles, and missions and interrelationships of the national intelligence community. 3. Knowledge of NASIC, agency, AF. DoD, and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s). 4. Skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology and in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems. 5. Ability to effectively organize and analyze information; produce authoritative reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings; and effectively advocate for a position. 6. Skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgement, experience, and recognized professional standing.
