Summary

This position is in the Office of the Chief Security Officer, Fraud Investigations and Inspections Division. The ideal candidate for this position will have extensive law enforcement experience with a recognized local, state, or federal agency, focusing on conducting criminal investigations and experience investigating disaster fraud. You will support FEMA's fraud investigation efforts by conducting administrative investigations into alleged fraud involving federal disaster funds.

Duties

What will I do in this position if hired? In this position, you have extensive experience interviewing victims, witness and suspects involved in criminal activities. You will work under the direction of the Mayor Fraud Investigations, Investigations Branch Chief and performing a full range of duties to include planning, conducting and managing investigations of suspected fraud waste and abuse off federal disaster funds, allegations of employee misconduct or other criminal violations of Federal laws under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Public Law 93-288) as amended. Typical assignments include: Planning, conducting, and managing complex investigations involving suspected violations of Federal laws, regulations, and FEMA policies. Identifying elements of proof, developing investigative strategies, collecting evidence, and conducting witness and subject interviews. Conducting administrative investigations involving employee misconduct, fraud, bribery, larceny, embezzlement, collusion, conflicts of interest, and other Federal violations. Analyzing investigative findings, preparing accurate reports, and providing timely, actionable information to FEMA and OCSO leadership and decision-makers. Conducting electronic searches, supporting criminal, civil, judicial, and administrative proceedings, and providing testimony and investigative support as required. Developing enforcement strategies, providing technical and professional guidance, contributing to policy development, and delivering integrity, compliance, and investigative training. Conducting administrative investigations involving employee misconduct and investigations involving : disaster fraud, grant fraud, bribery, larceny, embezzlement, collusion, conflict of interest, false statements, and other Federal violations as they relate to FEMA's Operations, mission and goals. Interviewing witnesses to identify elements of proof, develop investigative plans and strategics, identify and collect evidence, and prepare for and conduct witness and subject interviews. Presenting written material, and testimony in or at formal hearings, court and other legal proceedings. What else do I need to know? At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The qualification requirements listed below must be met by the closing date of this announcement. To qualify for this position at the GS-13 level, you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:+ Applying investigative techniques, laws, regulations, policies, and court decisions to determine the admissibility of evidence and protect constitutional rights during investigations; AND Planning and conducting administrative, fraud, theft, and misuse-of-government-property investigations using surveillance, undercover operations, searches, and other investigative methods; AND Conducting investigative research by searching records, databases, and other information sources to identify relevant facts, evidence, and intelligence to prepare reports, affidavits, and complaints regarding findings and procedures.
