JOB DESCRIPTION:

This position is responsible for ensuring the security of Maine Lottery games through audits, investigations and security process management. Specifically reviewing lottery sales transactions, retailer activity and system processes to ensure all security processes are being followed and the systems are secure. This is investigative and protective services work in developing and implementing security processes for Maine Lottery games. Work includes establishing, determining, and implementing security standards; conducting investigations; performing gaming systems testing; overseeing the storage, distribution, and accounting for all lottery tickets; and serving as liaison to field representatives, gaming contractors, law enforcement, and lottery retailers related to security and operations. In addition, the position is also responsible for working with building control to report concerns with HVAC, elevator outages and other building related concerns. Work is performed under limited supervision.

TYPICAL DUTIES:

• •Conducts security audits of the gaming system vendor’s facilities and processes to ensure compliance with security standards set forth by the Maine Lottery and Multi State Lottery Association.
• •Conducts security audits of the Maine Lottery processes to ensure facilities and processes meet all requirements of the Maine Lottery and Multi-State Lottery Association to maintain the highest security and integrity of the lottery.
• •Authorizes payment of high tier winning tickets after completing security checks to ensure authenticity of tickets and prevent fraudulent claims.
• •Coordinate with agencies or vendors for building maintenance, HVAC, Parking issues or other related building operations
• •Writes and submits reports to document findings and make recommendations associated with lottery ticket security, gaming systems, and internal control systems.

Organizes equipment and security for drawings including transport, set-up, and conduct of drawing to ensure drawings are conducted fairly and in accordance with established standards.

KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED:

• •Knowledge of applicable lottery operations laws, rules, regulations, policies, and procedures.
• •Knowledge of general practice, principles, and objectives of lottery ticket security operations.
• •Knowledge of the principles, methods, and techniques of investigation and evidence collection.
• •Knowledge of security and game testing and evaluation procedures.
• •Knowledge of recordkeeping techniques.
• •Knowledge of basic information technologies systems.
• •Ability to prepare and complete complex reports.
• •Ability to deliver presentations and testimony.
• •Ability to gather, analyze facts, reach logical conclusions, and make sound decisions/recommendations.
• •Ability to communicate effectively.
• •Ability to write clearly and effectively.
• •Ability to obtain and retain a valid Maine driver’s license.
• •Ability to use applicable computer programs.

MINIMUM QUALIFICATIONS:

Four (4) years education, training, and/or experience in fraud investigation, security operations, or inventory control and operations.
