Management Analyst (Data Analyst)

Summary

The incumbent serves as program lead for all daily ground operations of the department to include Virtual Care services. The incumbent is responsible for expert-level data extraction, data analysis, data validation and analytics for evaluation of clinical intervention and programs; and synthesize findings from analyses to generate reports for stakeholders to support executive-level decision­ making for medical center clinical operations.

Duties

The position supports the clinical and administrative staff of the Emergency Department Service including full time, part time, contractors, fee basis, and clinical trainee resources. The incumbent is assigned to the Emergency Medicine Service, Administrative Section under the supervision of the Deputy Chief of the Emergency Department (ED) or designee. Works with leaders to identify needs and develop information products to meet needs. Responsible for the analysis, design, development, testing, maintenance, and support of the data applications. Skills required include Structured Query Language (SQL), Excel, file man, and knowledge of data structures in the Corporate Data Warehouse, VSSC, EDIS and EMMT. The incumbent manages, merges, and analyzes Veterans Affairs Medical Center (V AMC) clinical application and business databases; identifies the most appropriate analytical techniques and data sources; and implements statistical and data reduction techniques. The incumbent presents results using the most appropriate methods for presentation and publication based on the needs of the audience. The incumbent creates secondary and tertiary databases for use in consulted studies ( e.g., information on Veteran populations, utilization, etc.). Other duties assigned. Business Operations Support The incumbent ensures the continuing development of integrated files, data, reports, and analyses through self-designed complex programs for program planning, policy development, and cost and quality assessment. Projects require the ability to understand health care issues, apply methodologies, and interpret results in formulating policy recommendations. The incumbent manages, merges, and analyzes VA and collaborative databases; identifies the most appropriate analytical techniques and data sources; implements statistical and data reduction techniques; presents results using most appropriate methods for presentation and publication; and creates secondary and tertiary databases for use in studies ( e.g., information on Veteran populations, utilization, etc.). Incumbent research problems that impact the quality and efficiency of Business Office operations. This position discusses problem areas with personnel concerned to identify and implement remedial action to be taken. The incumbent follows through to ensure program requirements are met and planned actions have been initiated and are effective. Resource Management Manages the strategic planning, procurement, and maintenance of all equipment for Emergency Medicine Service. Coordinates with the Chief of Clinical Quality, Emergency Operations Section Chief, and Logistics Chief on the development of a strategic equipment plan for the Service using SEPG application. Provides analysis of the applicability for existing Commercial Off-the-Shelf (COTS) equipment for improving patient care and administrative processes and makes procurement recommendations to Service Leadership. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/05/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. (If you have not held a GS grade at any time in the past 52 weeks, this question does not apply to you.) For this vacancy, applicants must have held grade GS-5 to be eligible for GS-7; held grade GS-7 to be eligible GS-9; held grade GS-9 to be eligible for GS-11. You must have held these grades or higher for at least one year. The grade must have been held in the Federal service but may have been in any occupation. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-7 Management Analyst (Data Analyst) Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyzing, designing, developing, testing, maintaining, and supporting data applications; ensuring continuing development of integrated files, data, reports, and analyses through self-designed complex programs for program planning, policy development, and cost and quality assessment; managing the strategic planning, procurement and maintenance of all equipment for an organization; and ensuring that administrative and clinical personnel have equipment, supplies, and access necessary to provide timely, quality and cost-effective healthcare.
