Summary

The Management and Program Analyst position is located within Flight Standards Service, Office of Foundational Business (AFB), Mission Services Division (AFB-100), Administrative Services Branch (AFB-110). The Analyst will be responsible for coordinating, organizing data and information, providing advice, guidance, and support to management and staff for the improvement, quality, effectiveness, and efficiency of Flight Standards programs

Duties

The incumbent will focus on leadership services/support performing a combination of routine, multiple, and varying assignments under the general direction of the immediate supervisor (i.e., executives, deputy executives and division managers). Also acts as an individual contributor and/or member of a team for projects/programs within a defined area of responsibility. Applies experience and detailed knowledge of administrative analytical and evaluative techniques to accomplish assignments. Typical assignments include: working cooperatively and productively as a member of a team consisting of diverse groups of people or individuals to include facilitating leadership meetings. Setting up OneNote pages and effective use of OneNote to capture important information for decision making. Works with management and staff to research, develop and consolidate data and information. Drafts conference packages; coordinates and prepares cost comparison analyses of site locations with knowledge of E2 and preparation of travel vouchers. Prepares and coordinates reports for management. Reviews and research internal processes and procedures, applies policies and procedures to assignments and provides guidance to staff on agency policies and procedures. Collects, analyzes, and records data. Provides input on the control and accuracy of Flight Standard¿s email distribution lists and updates information on the branch KSN site. Demonstrates some independence in planning time and using assigned resources to accomplish tasks or small projects. Contacts are primarily internal to the organizational unit, major subdivision, or LOB/SO with a manager and other employees to share information, provide data and/or written analyses, and/or explain the statuses of assignments. May have frequent contacts with customers and other external parties on routine matters such as gathering information, explaining regulations, and discussing thecustomers¿ situations. Established policies/procedures provide guidance for most assignments but allow some discretion for employee to select the most appropriate approach(es). Typically receives guidance on selecting approaches from a manager, project/program manager, team leader, or more experienced professional. Refers problems and work issues to a manager, project/program manager, team leader, or more experienced professional when guidelines are not available or applicable. Work is typically reviewed frequently during assignments and at completion to ensure timeliness, policy compliance, and alignment with the requirements of projects and/or other work activities. Performs other duties as assigned.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-F, FG/GS-5-9 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience for this position: Specialized experience includes experience with OneNote and E2; experience gathering information for reports, documents, meeting agendas, meeting minutes, or other documents for use by management; experience assisting in the development of general information and content to communicate to leadership. Experience gathering and consolidating information and data to be used for briefings and meetings.

Education

Substitution of Education: Ph.D. or equivalent doctoral degree; Education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR 3 full years of progressively higher level graduate education leading to such a degree; Education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR LL.M., if related; Education must demonstrate the knowledge, skills, and abilities necessary to do the work. Combination of education and experience may be qualifying for this position. To qualify based on education at either grade level, you must submit a copy of your college or university transcript. Failure to do so will result in loss of consideration. Foreign education must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited U.S. educational institution in terms of equivalence to a degree acquired at an American college or university.
