Summary
You will serve as a Management and Program Analyst (Space Program Manager) position is with the US Wildland Fire Service, GS-0343-12/13 working in the following location(s): Boise, Idaho For information on this job announcement and position, please contact: Bodie Ronk at [email protected] Pay will vary based on grade level and/or duty location for which you're selected. First time hires to the Federal government normally start at the step 1 rate.
Duties
Duties will be developmental in nature when filled below the full performance level. Some of the major duties you will perform include but are not limited to the following: Plans and conducts management studies and analytical projects addressing wildland fire program effectiveness, efficiency, compliance, and mission outcomes; develops study designs, data strategies, milestones, and deliverables. Monitors obligations and expenditures, conducts expenditure trend and cost analyses, and supports cost-effectiveness considerations during preparedness and incident operations; assists with billing, cost recovery, and payment as required by agreements and policy. Reviews program business processes and internal controls; identifies gaps, risks, and inefficiencies; and recommends improvements to strengthen standardization, accountability, compliance, and audit readiness. Monitors the application and use of agreements, contracts, and cooperative arrangements affecting program support. identifies issues and provides recommendations to program officials. Duties at the GS-13 level. Leads enterprise-wide facility portfolio and space management, including long-range space planning, utilization, and real property strategies. Leads interagency coordination and complex program analysis, providing guidance and recommendations to senior leadership and stakeholders Identifies and implements program, policy, technology, and process improvements to strengthen efficiency, resource management, and data-driven decision-making. Directs space, financial, and program data integration, including analytical tools, dashboards, reporting, and data governance
Qualifications
Qualifications: All qualifications must be met by the closing date of this announcement - 09/30/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications: To qualify for this position at the GS-12 grade level: At least one year of specialized experience equivalent to the GS-11 level, or higher, in the Federal service, or equivalent, which includes all of the following: Examples of specialized experience include: Experience applying analytical methods, federal facilities and space management policies, interagency agreements, and financial management requirements to evaluate fire facilities programs, facility utilization, operational needs, and costs. Experience analyzing program, facilities, and financial data; developing recommendations; supporting program improvements; and preparing reports and briefings to communicate findings and support management decisions. To qualify for this position at the GS-13 grade level: At least one year of specialized experience equivalent to the GS-12 level, or higher, in the Federal service, or equivalent, which includes all of the following: Examples of specialized experience include: Experience independently applying qualitative and quantitative analytical methods to evaluate complex fire facilities programs, operational requirements, and management processes; identify issues; and develop solutions to improve program effectiveness, efficiency, and resource utilization. Experience applying laws, regulations, policies, interagency agreements, and financial management requirements; analyzing complex program, facilities, and financial data; developing recommendations; and advising management on program and resource decisions. Experience coordinating with program, financial, facilities, and interagency stakeholders to resolve complex issues and implement program, policy, or process improvements. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Eligibility and Qualification Requirements: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the Job Announcement. Specifically, i. Area of Consideration. ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F. iii. Time after competitive appointment as specified in 5 CFR 330.502. iv. Qualification requirements outlined in OI PM's Qualifications Standards for General Schedule Positions. Work Environment: Work is performed primarily in an office environment. Occasional visits to facilities, operational areas, or building mechanical spaces may occur, but risks are minimal and typical safety precautions are adequate. Physical Demands: The work is primarily sedentary, performed in an office setting. Occasional walking or standing may be required during site visits, meetings, or facility inspections.
