Duties

  • Responsible for providing corporate information technology (IT) related acquisition program management of the assigned portfolio to include management of major Automated Information Management Systems (AIS) and other designated systems.
  • Provides overall direction and guidance for the development, acquisition, testing, systems integration, product improvement, and fielding of assigned DLA IT programs.
  • Serves as the J-62 expert on DLA acquisition business policies and processes supporting the acquisition life-cycle management.
  • Oversees measurable performance metrics for assessing the performance of the Agency's IT business investments.
  • Oversees and schedules In-Process-Reviews for programs and new initiatives, and special interest meetings.
  • Serves as senior-level technical authority, focal point, and spokesperson for IT new initiatives and programs, project/program management, performance-based assessments...
  • ...life-cycle management, strategic planning, investment management, and performance assessment.
  • Provides guidance to functional customers to assist them in implementing their policies and processes and advises functional customers of the defense acquisition process for controlling IT investments
  • Ensures all budgeting requirements will be supported by cost, schedule and performance impacts.
  • Serves as the focal point for coordinating strategies and plans across emerging AIS programs.
  • Expert knowledge of IT procedures and techniques, and the application of IT to resolve management problems and to improve management processes.

Qualifications

To qualify for a Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Responsible for overseeing the development, assessment and monitoring of performance-based standards. Determines the minimum criteria to be applied in considering whether to undertake a particular investment, and the criteria related to the quantitatively express projected net, risk-adjusted return on investment. Determines the specific quantitative and qualitative criteria for comparing and prioritizing alternative information system investment projects. Responsible for administering the determination, coordination, and approval of program and new initiative budgeting requirements to support systems planning and upgrades, and migrations to Agency standards. Responsible for working with the Contracting Officer and Leadership to strategically address contract challenges, recommending enduring solutions to problems. B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
