PROGRAM ANALYST

Summary

You will serve as a PROGRAM ANALYST in the UNDERSEA SYSTEM & SUSTAINMENT ENGINEERING DEPARTMENT, BUSINESS & PLANNING OFFICE of NAVUNSEAWARCENDIV KEYPORT WA.

Duties

• •You will serve as the primary point of contact for financial matters assigned to unique projects, providing financial information and analytical advice concerning direct, overhead, service cost center, and capital investment fund expenditures.
• •You will conduct detailed analyses of project performance, monitor funds execution at a macro-level, and make recommendations for financial improvement and final billing actions on completed projects.
• •You will provide financial leadership for ongoing or emergent projects by gathering data on workload execution, production status, projection of funds expenditures, manpower, and other significant execution aspects.
• •You will analyze program and system applications for improvement, applying analytical and evaluative methods to develop or troubleshoot procedures that resolve unique issues and promote maximum project efficiency.
• •You will provide current year guidance and mentoring to customer advocates, department managers, and project managers on stabilized banded labor rates, service cost center rates, and out-year formulation and planning.
• •You will act as the Comptroller Department liaison for one or more customer advocates, divisions or branches and provide oversight of financial operations to ensure fiscal control and proper execution of funds.
• •You will perform long-range planning activities using the approved workload planning process for assigned projects, conducting complex studies and analyses to solve problems, identify trends, and generate related reports.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing program data (i.e. financial, workload) to develop plans that ensure optimal project or program efficiencies.
