Duties

• •Plans and coordinates Civil Works projects in accordance with programmatic, budgetary, and fiscal guidance.
• •Develops, defends, and executes budget for Civil Works projects and programs to meet annual program requirements, and advises leadership on program execution and funding issues.
• •Utilizes state-of-the art software tools and computer programs in the development, execution, and analysis of projects in the planning, design, and construction phases.
• •Communicates effectively with Project Managers, Program Managers, and leadership regarding the status of Civil Works projects and programs.

Specialized Experience: One year of specialized experience which includes 1) Providing technical support and analysis of funding and schedules for Civil Works projects and studies; 2) Ensuring project funding is executed in compliance with governing regulations and procedures; 3) Working with a variety of automated information systems including project management and scheduling software, automated financial systems, and data visualization tools to execute and analyze projects and programs; and 4) Communicating verbally and in writing with Project Managers, Program Managers, and Leadership to provide detailed analysis of Civil Works projects including schedules, budgets, and execution status. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
