PROGRAM ANALYST (DATA QUALITY ANALYTICS & VISUALIZATION)

Summary

About the Position: Serves as the Senior Data Analysis Subject Matter Expert and Regional Supervision and Administration (S&A) Dashboard Manager. Provides analytical support, data analysis, and management studies in support of program management and business operations. Gathers, configures, quantifies, and analyzes data and reports in support of Construction programs.

Duties

• •Oversees the fiscal balance of the Supervision and Administration (S and A) program to ensure regional and district objectives are met.
• •Consolidates and prepares S and A reports based on template updates received from respective NAD District teams to identify performance variances between projected and actual placement, expenses and income.
• •Collects and analyzes statistical data to provide easy interpretation by management officials.
• •Directs project execution data operations and long-range strategic planning guidance across the Europe District's multi-mission portfolio.
• •Collaborates closely with supervisors, staff across various divisions, external agencies, contractors, and international host-nation entities to provide technical guidance, influence management to implement findings, and drive workforce improvements.
• •Utilizes a comprehensive understanding of federal regulations to integrate U.S. military standards with diverse host-nation requirements, international agreements, and Status of Forces Agreement (SOFA) constraints.
• •Advises on the potential benefits and uses of automation and technology to improve the efficiency of program operations.

For the GS-13 Level: Specialized Experience: One year of specialized experience which includes: 1) Consolidating and preparing Supervision and Administration (S&A) reports based on template updates received from respective NAD District teams to identify performance variances between projected and actual placement, expenses and income; 2) Applying a mastery of advanced management principles and data architecture to serve as the NAU Subject Matter Expert (SME), directing project execution data operations and long-range strategic planning guidance across the Europe District's multi-mission portfolio; AND 3) Demonstrating master-level technical expertise in navigating complex data relationships across USACE Automated Information Systems (AIS)-including P2, CEFMS, RMS, and VCE-BI-while successfully accounting for multinational variables, currency fluctuations, and international contracting constraints to optimize reporting accuracy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
