Project Management and Delivery
- Manage assigned projects and design packages from initiation through planning, design development, approvals, tender support and project close-out.
- Establish a clear understanding of the Client's objectives, project scope, contractual requirements and expected deliverables.
- Develop and maintain the Project Execution Plan in coordination with relevant technical and project-control teams.
- Establish project scope, deliverables, milestones, responsibilities, interfaces and communication protocols.
- Coordinate multidisciplinary engineering teams including architecture, civil, structural, infrastructure, electrical, mechanical, telecom, utilities and other specialist disciplines.
- Ensure project activities are delivered in accordance with the approved programme, budget, scope and required quality standards.
- Monitor project progress against the agreed baseline programme and initiate corrective actions where deviations occur.
- Coordinate resource requirements with discipline leads and Design Unit management.
- Ensure deliverable schedules and document registers are established, maintained and regularly updated.
- Organize and chair internal project coordination and progress meetings.
- Support design managers and technical leads in resolving multidisciplinary design and interface issues.
- Facilitate timely technical decisions and escalation of matters requiring senior-management intervention.
2. Project Controls
- Coordinate with Project Controls personnel in establishing and monitoring project schedules, budgets, forecasts and performance indicators.
- Monitor progress against planned man-hours, milestones and deliverables.
- Identify potential schedule or cost deviations and coordinate mitigation measures.
- Maintain project action trackers, decision registers, risk registers, issue registers and change registers.
- Support Earned Value Management and other performance-monitoring processes where applicable.
- Support preparation of weekly and monthly project reports.
- Provide clear commentary regarding project status, achievements, constraints, risks and required management actions.
- Support forecasting of resources and workload for the project.
3. Stakeholder Management
- Develop and implement the Project Stakeholder Management Plan.
- Identify all internal and external project stakeholders and establish a comprehensive Stakeholder Register.
- Analyze stakeholder influence, responsibilities, expectations, approval requirements and project impacts.
- Develop stakeholder engagement and communication strategies appropriate to each stakeholder.
- Establish effective working relationships with Clients, developers, authorities, utility providers, consultants, contractors and other project participants.
- Coordinate stakeholder meetings, technical workshops, design reviews and interface meetings.
- Ensure stakeholder comments and requirements are formally recorded, assigned, tracked and closed.
- Maintain a Stakeholder Action Tracker and ensure timely resolution of outstanding actions.
- Identify potential stakeholder-related risks before they impact project programme or approvals.
- Escalate unresolved stakeholder issues through the appropriate project governance structure.
4. Saudi Authorities and Utility Coordination
The candidate shall have good practical awareness of the requirements and working procedures of major Saudi stakeholders and authorities, including, as applicable:
- Saudi Electricity Company – SEC
- National Water Company – NWC
- Communications, Space & Technology Commission – CST
- Saudi Telecom Company – STC
- Royal Commission for Jubail and Yanbu – RCJY
- Other governmental and utility stakeholders are relevant to individual projects.
Responsibilities shall include:
- Determine required authority approvals, permits, NOCs and technical submissions.
- Prepare an Authority Approval Matrix identifying required approvals, responsibilities and target dates.
- Coordinate preparation and submission of technical packages to authorities.
- Monitor submissions and approvals against the project programme.
- Coordinate responses to authority comments with relevant engineering disciplines.
- Arrange technical meetings with authorities when necessary to resolve comments.
- Maintain complete records of submissions, correspondence, approvals and NOCs.
- Identify authority-related dependencies that may affect design or construction.
- Ensure authority requirements are incorporated into the design before final submission.
5. Client Management
- Act as a principal day-to-day point of contact for the Client for assigned projects.
- Establish professional and trusted working relationships with Client representatives.
- Understand Client priorities and translate these into clear actions for the project team.
- Manage Client expectations regarding scope, programme, deliverables and approvals.
- Prepare and deliver project presentations and progress updates.
- Coordinate Client design reviews and technical workshops.
- Ensure Client comments are formally captured and incorporated or appropriately responded to.
- Monitor Client satisfaction and identify opportunities to improve project delivery.
6. Scope and Change Management
- Maintain clear control of contractual and technical project scope.
- Identify potential scope changes and additional services.
- Ensure work outside the agreed scope is identified before significant effort is made.
- Coordinate preparation of technical input for variation proposals and change requests.
- Maintain a project change register.
- Assess the impact of changes on programme, resources, cost and deliverables.
- Support Commercial and Project Management teams in variation and claim management where required.
7. Risk and Opportunity Management
- Lead or facilitate project risk and opportunity workshops.
- Establish and maintain project risk and opportunity registers.
- Assess project risks related to design, approvals, stakeholders, interfaces, programme, resources and delivery.
- Assign mitigation measures and responsible owners.
- Monitor mitigation actions until closure.
- Escalate significant risks to senior management.
- Identify project opportunities related to programme optimization, design efficiency, cost reduction and Client value.
8. Quality and Governance
- Ensure projects are managed in accordance with Assystem's Quality Management System and project-management procedures.
- Ensure all deliverables are subject to the required review and approval processes prior to issue.
- Support project audits and assurance reviews.
- Ensure project correspondence, meeting records, approvals and technical documentation are properly controlled.
- Promote lessons learned and continuous improvement across projects.
- Support technical and project gateway reviews when required.
9. Commercial Awareness
- Maintain awareness of project budget, planned expenditure, man-hours and commercial performance.
- Support preparation of project forecasts.
- Monitor engineering effort against the approved budget.
- Identify activities that may impact project profitability.
- Coordinate with Commercial and Finance teams regarding invoicing milestones and variations when required.
- Assist management in identifying measures to improve project delivery efficiency.
Essential
Bachelor’s degree in Electrical engineering or any related major.
- 8–10 years of relevant professional experience.
- Demonstrable experience managing engineering/design or infrastructure projects.
- Previous experience working on projects in the Kingdom of Saudi Arabia is strongly preferred.
- Good understanding of multidisciplinary design processes.
Professional Certifications
Preferred certifications include:
- PMP – Project Management Professional
- Relevant Saudi Council of Engineers registration where the candidate is practicing under an engineering profession.
