Public Affairs Specialist

Summary

The position is located in the Bureau of Global Public Affairs, Office of Strategy, Office of Analytics, Media Monitoring (GPA/ST/AN). The incumbent serves as a Public Affairs Specialist, providing expert communications planning, technical advice and monitors, reports and analyzes collected media content as it relates to U.S. national security objectives and Public Diplomacy (PD), along with assessments for improving GPA and departmental communications and outreach efforts.

Duties

• •Advises senior GPA, Department officials and other stakeholders on messaging strategies to engage and inform target audiences, identify successes and failures and improve future foreign policy messaging efforts.
• •Monitors and evaluates traditional and social media content and outlets to inform or adjust the Department's foreign policy communication strategies for domestic and international audiences.
• •Provides timely media reporting, analyses, and coordinates with the Office Director to develop special reports on traditional and social media covering key foreign policy topics.
• •Liaises and collaborates with GPA elements, GPA/ST staff, regional bureaus, overseas missions, and other stakeholders to discuss and resolve issues, enhance GPA products, content, and distribution methods.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience researching, evaluating, and/or interpreting U.S. national security and public diplomacy objectives to produce media narrative analyses, short-form analytical reports, and daily assessments on foreign policy topics for domestic and international audiences. Experience building and maintaining strategic networks across Department of State offices and U.S. Government partners to share data/analysis, market specialized analytical products and align public affairs messaging. Experience identifying, collecting, and analyzing complex datasets using digital analytics and social listening tools to monitor media environments and support rapid response or crisis operations. There is no substitute of education for specialized experience for the GS-12 position.
