About the Position: Serves as Public Affairs Specialist within Naval Hospital Guam, Agana, Guam. This is a Direct Hire Solicitation

Duties

• •Researches, writes and coordinates production of command information to prepare feature stories, background statements, fact sheets, brochures, letters to the editor, audio and video news releases.
• •Oversees the content, design and management of the organization’s internet and intranet web sites.
• •Ensures compliance with policy issues and conformity to existing laws and regulations (DoW, DHA, MRC, W, and local),
• •Advises the organization on web public information policy formulation and the potential public reaction to proposed programs and activities of the center.
• •Utilizes Public Affairs knowledge to identify and pursue new and innovative ways to use the web as a communication channel to provide important agency information to internal and external audiences.
• •Responsible for the Hometown News program which includes collecting data for articles concerning civilian and military personnel on awards, promotions,

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes Safeguarding sensitive information through review of all public communications; Creating press releases, news articles, social media posts, PSAs, or other public communications; Responding to inquiries made by internal/external parties. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Relations, Communication, Journalism etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
