Job Summary:

The Senior Technical Advisor (STA) Public-Private Partnership (PPP) & Governance provides strategic leadership, technical direction, and operational oversight for the design, implementation, and management of public-private partnership initiatives under the FHI 360 Supply Chain project. This position serves as a key liaison between the Government of Tanzania, including the Ministry of Health (Mainland and Zanzibar) and PMO- RALG, and private-sector stakeholders such as local manufacturers, private distributors, logistics service providers, and digital technology innovators).

The STA will identify, develop, and scale sustainable, market-driven partnerships that strengthen health supply chain performance, commodity security, and system resilience. This includes advancing innovative private-sector solutions to improve forecasting, procurement, distribution, data visibility, and supply chain financing while promoting efficiency, value for money, and long-term sustainability.

Accountabilities:

Provide strategic and technical advice to government institutions on strengthening governance structures, institutional accountability, transparency, and performance management across the health supply chain.

  • Support the development, review, and implementation of governance frameworks, policies, guidelines, standard operating procedures, and institutional arrangements to improve supply chain management.
  • Support the establishment and strengthening of governance and coordination mechanisms among the Ministry of Health, PO-RALG, MSD, regulatory authorities, and other supply chain stakeholders.
  • Design and execute a comprehensive private sector engagement strategy aligned with national guidelines to enhance public health supply chains.

· Identify, evaluate, and build collaborative alliances with private logistics service providers, distributors, third-party logistics providers (3PLs), and technology companies.

· Provide technical assistance to the MoH and Medical Stores Department (MSD) to safely integrate private sector capacities into national supply chain architectures.

· Strengthen institutional governance structures to enable transparent contract management, risk sharing, and strategic health financing models between public and private entities.

· Facilitate partnerships that advance digital health systems, tracking technologies, and data visibility solutions through private sector expertise.

· Monitor and evaluate PPP initiatives against project metrics, ensuring strict alignment with US - Government regulations and global best practices.

· Support compliance with organizational policies, applicable laws, regulations, donor requirements, and industry standards.

· Conduct periodic reviews of supply chain processes to identify governance gaps, control weaknesses, inefficiencies, and compliance risks.

· Develop risk registers and advise on mitigation measures for supply chain-related risks.

· Develop and monitor supply chain governance KPIs and management dashboards.

· Prepare periodic governance reports highlighting key risks, compliance issues, performance trends, and recommended actions.

Education: **

Master's degree in business administration (MBA), Public Administration, Public Policy, Supply Chain Management, Public Health, International Development, or related field.

Experience: **

  • Minimum of 7–10 years of progressive responsible experience in public-private partnerships, governance, strategic partnerships, supply chain operations, or private sector engagement, preferably within USG -funded or international health initiatives.
  • Demonstrated experience working with the Ministry of Health (Mainland Tanzania and Zanzibar), PMO-RALG, MSD, regulatory authorities, development partners, and private-sector stakeholders, with a strong track record in developing, structuring, and managing PPPs, including coordinating and facilitating engagement between government institutions, private-sector entities, development partners, and other key stakeholders.
  • Strong understanding of Tanzania’s public health landscape, private/commercial health markets, and pharmaceutical logistics networks, relevant policy and regulatory environment, health commodity and pharmaceutical systems.
  • Demonstrated knowledge and experience navigating public procurement legal frameworks and standard PPP guidelines in Tanzania.
  • Advanced negotiation, contract design, and cross-sector stakeholder management skills.

The expected hiring salary range for this role is TZS 90,000,000 - 130,000,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
