THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY AIR TRAFFIC CONTROL SPECIALIST (TERMINAL) ACCELERATED HIRE TITLE 5, Position Description Number T5914000 and is part of the HI 297 CAOS, National Guard. LOCATION: 297th Air Traffic Control Squadron, Hawaii Air National Guard (HIANG), Barbers Point, Hawaii

Duties

Under this Accelerated-Hire announcement, all applicants who meet the minimum requirements at the grade level for which they apply will be forwarded to the Selecting Official for consideration. Veteran's Preference and category rating DOES NOT APPLY for this announcement under the Accelerated Hiring Authority. SUMMARY OF DUTIES: The purpose of this position is to manage and direct Air Traffic Control (ATC) tower and radar approach control (RAPCON) functions. The scope of which includes all manpower, organizations, management, and training activities; provides oversight for the appropriation and use of resources, financial issues, and equipment for ATC operations. Performs air traffic control duties in the control tower and radar facility and must be facility-rated in all air traffic control facilities assigned to the location. Plans and directs, on a multi-year basis, tasks to be performed by ATC personnel. Determines priorities, assigns tasks, and delegates responsibilities to the shift supervisors. Provides direction and makes decisions regarding problems. Interprets higher headquarters and Federal Aviation Administration (FAA) policy statements and provides specific guidance for ATC personnel. Determines effect and makes recommendations on such issues as policy statements or proposed rules changes presented by higher headquarters or FAA. Services as expert counsel on trends, planning and developments in the National Airspace System (NAS) to ensure operational preparedness. Develops and negotiates written agreements and other matters pertaining to facility operation with management members of FAA facilities, the local airport, and military units. Formulates noise abatement procedures and serves as community focal point concerning noise abatement proposals and procedures. Ensures ATC services and ATC equipment are provided at optimum operational levels. Constructs and implements facility shift schedules. Establishes facility operational and administrative procedures and develops evaluation criteria. Maintains technical and administrative skills relevant to ATC to ensure effective and efficient operation of facilities in accordance with FAA, US Air Force (USAF), Air National Guard (ANG), and Department of Defense (DoD) regulations and directives. Evaluates unusual requirements, formulates solutions, and directs development of instruments approach or departure procedures to accommodate local needs. Ensures Terminal Instrument Procedures (TERPS) are reviewed, directs obstacle evaluations regarding proposed construction, and makes recommendations to the FAA. Evaluates airspace requirements, formulates modification, and negotiates proposals with the FAA. Ensures optimum staffing levels by anticipating increases in operational demands. Determines staffing requirements, temporary or otherwise, and directs acquisition measures. Appraises and selects candidates for employment. Renders advice, counsel, and instruction to employees. Evaluates job performances, writes appraisals, and directs remedial measures to correct discrepancies. Performs other duties as assigned. Qualifications

Ensure that the Questionnaire is completed on Application Manager. SPECIALIZED EXPERIENCE: Experience in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations. Experience in issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to expedite their safe and efficient movement. This specialization also requires: Ability to act decisively under stressful situations and to maintain alertness over sustained periods of pressure; Skill to coordinate plans and actions with pilots and other controllers; and Judgment to select and take the safest and most effective course of action from among several available choices. Creditable experience must have equipped applicants with the knowledge, skills, and abilities to perform the full range of duties of the position for which application is being made. Such experience is typically demonstrated by accomplishment of assignments of the difficulty and responsibility described in the position classification standard used to evaluate positions at the next lower grade level in the normal line of promotion to the position being filled Visual Acuity Terminal and Center Positions -- Applicants must demonstrate distant and near vision of 20/20 or better (Snellen or equivalent) in each eye separately. If glasses or contact lenses are required, refractive error that exceeds plus or minus 5.50 diopters of spherical equivalent or plus or minus 3.00 diopters of cylinder is disqualifying. The use of orthokeratology or radial keratotomy methods is not acceptable for purposes of meeting this requirement. The use of contact lenses for the correction of near vision only or the use of bifocal contact lenses for the correction of near vision is unacceptable. Flight Service Station Positions-- Applicants must demonstrate distant and near vision of 20/20 or better (Snellen or equivalent) in at least one eye. If glasses or contact lenses are required, a refractive error in at least one eye that exceeds plus or minus 8.00 diopters of spherical equivalent will necessitate an ophthalmological consultation to establish absence of ocular pathology that could interfere with visual function. The use of contact lenses for the correction of near vision only or the use of bifocal contact lenses for the correction of near vision is unacceptable. Equivalents in Near Visual Acuity Notations Standard Test Chart: 14/14Snellen Metric: 0.50MJaeger: J-1Metric: 6/6 Color Vision For all specializations, applicants must demonstrate normal color vision. Visual Fields Terminal and Center Positions -- Applicants must demonstrate a normal central visual field, i.e, the field within 30 degrees of the fixation point, in each eye. They must also demonstrate a normal peripheral visual field, i.e., the field of vision beyond the central field that extends 140 degrees in the horizontal meridian and 100 degrees in the vertical meridian, in each eye. Flight Service Station Positions -- Applicants must demonstrate a normal central field of vision, i.e., the field within 30 degrees of the fixation point, in at least one eye. Intraocular Pressure -- For all specializations, if tonometry reveals either intraocular pressure greater than 20 mm of mercury, or a difference of 5 or more mm of mercury intraocular pressure between the two eyes, ophthalmological consultation is required to rule out the presence of glaucoma. If a diagnosis of glaucoma is made, or if any medication is routinely required for control of intraocular tension, the applicant is disqualified. Phorias Terminal and Center Positions -- If an applicant demonstrates greater than 1-1/2 prism diopters of hyperphoria or greater than 10 prism diopters of esophoria or exophoria, evaluation by a qualified eye specialist is required.
