Supervisory Program Manager

Summary

This position is part of the DoW, Missile Defense Agency (MDA). This position is part of the core Acquisition & Sustainment Directorate, in the Acquisition & Procurement Support Division. The incumbent will be responsible for: Adherence to the MDA Acquisition Governance Process to include understanding the charters and authorities of the agency.

Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. As a Supervisory Program Manager at the NH-0340-4 broadband level, some of your typical work assignments may include: Serves as a Supervisory Program Manager advising the Missile Defense Agency (MDA) leadership on all matters related to acquisition of program requirements across the Missile Defense System (MDS) applying MDA Directives, Manuals, Procedures, Guides, etc. such as those referenced in the Comprehensive Acquisition Process (CAP). Provide managerial and technical leadership to develop and implement successful MDS program planning, budget development, risk management, integrated logistics, acquisition and operational policies, plans and assessments. Serves as expert planner, analyst, and advisor to agency management on program analysis, annual/multi-year and long-range acquisition program planning for key agency programs. Compare actual program developments against approved plans and baselines to identify potential and actual problems. Facilitates and advises on baseline remedial and preventive actions, and lead/support program baseline reviews for leadership decision. Works to improve operating concepts and criteria and stimulate the development of improved policies, methodologies, and techniques across the MDS. Reviews and helps develop acquisition strategies and recommend courses of action to keep programs on or ahead of schedule and on track to meet mission. Assists and advises Program Offices on the development of Contract Requirements Packages (CRPs) in order to translate new and ongoing engineering requirements into artifacts that can be utilized in development of Requests for Proposals. Assists and advises Program Acquisition Managers on the execution of inter-agency acquisitions as required with other Government Agencies and support the review of services. Ensure cost, schedule, and technical assessments of acquisition programs are capabilities driven, employ agile development processes, integrated, and deliver expected performance within cost and schedule, at reasonable risk. Promulgate innovative solutions and methodologies across the MDA associated with the MDS. Works with leadership to identify and conduct special studies and analyses to determine the future strategies for MDA programs to improve efficiency by identifying and proposing new organizational structures, realignment of functions and staffing levels.

Qualifications

You may qualify at the NH04 Broadband Level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-03/GS 13 grade level in the Federal service as listed below and must meet 3 of the 5 specialized experience listed below to be qualified: Applying acquisition regulations, policies, regulations, and precedents as well as acquisition missions, guiding principles, values, and structures and application to system in the technical environment. Fulfilling acquisition requirements for complex weapons systems and equipment or closely related systems and equipment development, procurement, and life-cycle management. Conducting a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems and experience in exercising assigned duties in an organization with an acquisition, research and development mission. Developing and accessing technical and economic feasibility, including cost, schedule and performance. Research, plan, coordinate, develop, and deliver presentations and reports. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
