Summary

This position is located in the Department of Health and Human Services, Office of Inspector General, Office of Management and Policy. This announcement will close when 50 applications are received or on the closing date, whichever comes first.

Duties

This position is established as Supervisory Program Manager and the duties include but are not limited to: Advises OMP management on major program planning and policy considerations. The incumbent makes appropriate recommendations, to agency budget and program officials to gain acceptance of the proposals, which may substantially impact resources, as well as support or change program emphasis. The recommendations carry considerable weight in influencing final decisions of a policy nature. The incumbent assists with developing data and participates in briefings to senior OIG management for press conferences, OMB hearings, and meetings with other HHS components on cross cutting topics with governmental impact. Develops and evaluates plans and methodologies. Uses plans to forecast and describe current and future program resource needs. The incumbent oversees the development of various reports and analyses of program spending, with recommendations to official staff for maximizing the use of available resources, techniques, tools, and funds. The incumbent develops plans and best practices for improved operational effectiveness. Monitors benchmark standard measures of performance for the organization by analyzing data and reviewing best practices in performance metrics. The incumbent measures performance against critical success factors to ensure that performance metrics are linked to the strategic plan. The incumbent redirects projects or realigns programmatic resources to correct or avoid possible shortfalls in achievement of program objectives. Oversees the analysis of and justification for proposals and activities of the OIG that have planning, and resource implications related to the program office. The incumbent reviews any submitted recommendations and draws on knowledge and understanding of the substantive nature and interrelationships of OIG programs, and of budget and planning processes, forecasting methodologies and analytical management concepts. Leads work groups, and represents OMP on committees, meetings, conferences, or action teams focused on initiatives relevant to OIG initiatives. Serves as OIG's representative to working groups, committees, and organizations at HHS level and other Federal agencies. Completes special projects as requested that are of concern to OIG. Assists the Assistant Inspector General, Deputy Chief Financial Officer, OMP to exercise managerial authority and create and implement policies with respect to the following areas: (i) budgets, contracts, official travel, purchase cards and procurement operations; (ii) space and facilities management; (iii) continuity of operations, security management and emergency preparedness, processes and procedures; (iv) staffing, training and contractor staffing; (v) and asset management functions; (vi) OMP work planning; (vii) coordination of the OIG internal control process. Supervises and directs work of staff to administer necessary administrative functions for OMP and manages the purchase card program for all of OIG. Oversees and authorizes human resource management functions initiated in the human capital system for OMP. Works with specialists on other OMP divisions to coordinate space, security clearances and equipment for new OMP staff. Provides OMP colleagues with assistance with the arrangement of travel and/or training. Ensures proper overall operations of work to be accomplished by subordinates, set priorities and establishes schedules for work completion. Alters work assignments, schedules and augments staffing, to accommodate required changes in guidance on work and administrative matters. Identifies training and developmental needs of employees.

Qualifications

Applicants must meet all the qualification requirements, including education, and any selective placement factors described below within 30 days of the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience with evaluating management procedures and practices and to recommend improvements; Experience with operational and administrative goals and objectives in order to coordinate planning and evaluation and to oversee the completion of projects; AND Experience making decisions or recommendations that significantly change, interpret, or develop major policies or programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
