Summary
The Supervisory Program Specialist position is organizationally aligned to the Business Office within the Community Care Service at the Jesse Brown VA Medical Center, Chicago, IL. The Community Care/RCT ACD Supervisory Program Specialist serves as the direct line supervisor for the Lead Medical Support Assistant(s) and all Medical Support Assistant (MSA) staff in the assigned clinical areas and is a foundational role within the Community Care, Referral Consult Team, and ACD line operations.
Duties
Develops, reviews, analyzes, implements, and conducts training based on departmental needs. Performs analysis of audit findings related to consult management and scheduling. Assesses training and education efforts to determine the effectiveness of the training program while keeping abreast of any changes or updates to directives related to consult management and scheduling. Provides detailed guidance to staff concerning consult management and scheduling. Works with supervisors, managers and service chiefs to resolve discrepancies or conflicts with established consult management. Provides consultation and assistance in implementation of performance improvement activities. Provides essential administrative clinic management and scheduling support to Physicians, Advanced Provider Practitioners, Nurses, Dietitians, Social Workers, and other administrative and clinical staff throughout the service area and Community Providers. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-09 SELECTIVE PLACEMENT FACTOR: To be considered for this position, you must demonstrate that you possess the following Supervisory Program Specialist experience: Understanding of clinic scheduling processes of both Community Care within the past year and Internal consults and services to function in and interact with various clinical entities throughout the hospital, and detailed, technical knowledge and understanding of the ability to apply policies and procedures associated with scheduling and operational activities that affect workload capture data. (Failure to meet the selective placement factor will result in you not receiving further consideration) You may qualify based on your experience and/or education as described below: GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: experience in extracting, developing, reviewing, and analyzing data to provide reports to senior management; performs a variety of administrative functions for several clinicals ; experience writing Standard Operating Procedures (SOPs); understanding of Joint Commission requirements; experience working with different program databases and software to pull information for reports; perform auditing functions; Manage staff workflow, set priorities, deadlines and adjusting work flow to meet team and patient needs; experience of clinic operations and policy, schedules, and provider's preferences. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience beyond some specialized experience equivalent to the GS-07 grade level but less than one year, and I have more than one year, but less than two years of graduate education. I have computed the percentage of these requirements that I meet, and the total is at least 100% for the GS-09 grade level. (TRANSCRIPTS REQUIRED). **** NOTE: Only education more than 2 full years of progressively higher-level graduate education may be used to qualify at the grade 09 level. **** Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work required is generally sedentary in nature, but also includes standing, bending, and carrying light or medium loads of paper, office files, supplies and equipment. Walking, sitting for extended periods of time at a computer terminal, and standing at length while instructing is involved in this position.
