The primary purpose of this position is to serve as the 351st Battlefield Airmen Training Squadron Air Operations and Safety Program Manager responsible for leading the vertical-lift and fixed/rotary-wing aerial employment training of Pararescuemen and Combat Rescue Officers in the performance of their core specialties.

Duties

Conducts classroom, laboratory, and field instructions Plans, schedules, coordinates training and all associated safety related regulations, programs and reporting procedures Maintains, updates, or develops lesson plans, study guide/workbook, slides, measurement devices, and other instructional material specific to assigned courses Provides continuity on Tactics, Techniques, and Procedures (TTPs) Maintains contract/military airlift coordination and scheduling

Qualifications

Conditions of employment cont: Certification as a USPA Master Rigger (or international equivalent) is desirable, Certification as a USPA Tandem Instructor (or international equivalent) is desirable. Specialized training/experience in military Recovery Operations, Personnel Recovery, Combat Search and Rescue, Search and Rescue in a Joint environment is desirable. Ideal candidate would have prior training in all insertion TTPs inherit/utilized by Joint Special Operations Forces. Ideal candidate would have 10 or more years of experience in military rescue/recovery TTPs with operational/combat experience Employee is required to obtain and maintain "active parachute status", standards, qualification, and currency. Currency defined as per AFI 11-410, Personnel Parachute Operations, to include an FAA Flight Physical. An ideal candidate will have experience in Special Operations as a Pararescueman, Combat Rescue Officer, Combat Controller, Special Tactics Officer, SEAL, Special Forces 18 series, MARSOC, Ranger or other agency equivalent Attends in person professional development training/conferences in order to maintain expertise and currency in subject matter instruction and curriculum development. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. Position requires a minimum of an Associate's Degree with education/training directly applicable to the required duties and established KSA (position supports a CCAF Faculty position). Ideal candidates are experienced in application of Instruction System Design (ISD) processes, curriculum design/development and analysis through tests/measurements. Ideal candidate should have 3 years' experience as an instructor or training development. This position requires application of basic leadership practices, including performance assessment, feedback, mentorship, planning, and training. Candidate must meet qualifications guidelines of AFI 36-2201, Developing, Managing, and Conducting Training, as Trainer and/or Certifier Employee will maintain appropriate grooming standards (hair, mustache, beard, and hygiene) and present a professional image at all times. Employee will meet AF and AETC standards for tattoos, piercings, and wear of jewelry. When required for operations or instruction, employee will wear issued uniforms provided by employer and must wear/maintain uniform items in accordance with specified standards. When not required to wear issued uniforms, employee will dress professionally as prescribed by AETC or local Operating Instructions. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-1712, Training Instructor series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: ****This is a CCAF Position***** For Community College of the Air Force GS-1712 positions only: Section 9315 of 10 USC directs the commander of the Community College of the Air Force (CCAF) to comply with standards established by the Secretary of Education to confer associate degrees upon enlisted members who have completed the requirements for the prescribed programs of study. To comply with this directive, all faculty members of the Community College of the Air Force must meet minimum educational requirements as prescribed by the accrediting body Southern Association of Colleges and Schools, Commission on Colleges (SACS-COC), i.e. all teachers must hold at least an associate's degree in order for the school to meet accreditation criteria. Note: Must submit copy of your transcripts In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and experience derived from the International Technical Rescue Association, Mountain Rescue Association, National Fire Protection Agency or DOD/Federal/Civilian equivalent is preferred. Specialized training/experience in military Recovery Operations, Special Tactics, Personnel Recovery, Combat Search and Rescue, or Search and Rescue in a Joint environment is desirable. Knowledge of Special Operations Forces (SOF) employment methods including parachuting, SCUBA diving, amphibious vehicles, all-terrain vehicles and other land based infiltration methods. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, practices and techniques of Guardian Angel/Special Tactics operations in the performance of airborne operations to provide instructional design and materials for assigned training. Knowledge of and skill in Guardian Angel/Special Tactics specific airborne operations procedures, techniques, technology, tactics, systems, equipment, and methods. 2. Knowledge of training aids and devices used in training programs. Ability to instruct in hazardous environments and conditions. 3. Knowledge of flight, safety, parachuting, and security programs and operational risk management responsibilities 4. Knowledge of test and measurement principles, techniques, and objectives, and test/measurement security establish program objectives and assess progress towards achievement. 5. Skill in accomplishing special training studies and projects. Minimum of 4 years' experience as a qualified StaticLine and Military Freefall Jumpmaster with a DOD SOF component 6. Skill to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships.
