Summary

This Nurse V Chief Quality Management Officer (QMO) position is located in HROC 3. This is an advanced healthcare executive who executes responsibilities that demonstrate leadership, experience, and innovative approaches in the guidance of a variety of complex administrative and clinical services. The QMO is an executive leader within the regional network in alignment with the Office of Quality and Patient Safety with strategic direction for the full continuum of care and quality operations.

Duties

The VISN QMO is a member of the VISN Executive Leadership Team (ELT) and a crucial member of the VISN Clinical Triad with the Chief Medical Officer (CMO) and the Chief Nursing Officer (CNO). The QMO has the authority and responsibility for establishing quality and patient safety standards and ensuring these standards are met or exceeded and addressing expeditiously when they are not. The QMO is the executive leader for regional health care markets in the continuous and timely availability of safe, quality care Veteran services throughout the network. The QMO functions as an executive leader, administrator, and consultant with a wide range of experience and authority that is broad enough to improve care for Veterans through their influence in strategic planning, organizational assessment, quality and patient safety program development and evaluation, policy development, and execution. The QMO duties and responsibilities encompass the following, but are not limited to: Providing clinical and administrative leadership and expertise to committee, task force, and project assignments at the VISN and national level, making recommendations that may have a direct and substantial effect on network and health care facility operations. Ensures a High Reliability Organization (HRO) of safety founded on a proactive systems-oriented approach to developing health care solutions with collective mindfulness. Partners with VISN leaders and conducts programmatic oversight, direction and coordination for quality management and patient safety services and may include other programs in Performance, Patient Safety, Accreditation, Risk Management, Internal/External Reviews, Utilization Management, Informatics, Reliability and Data Management. Councils at the regional or national level and leads or is a member of the councils, is Chair of the VISN Quality and Patient Safety Committees, member of the Executive Leadership Council (ELC), member of Health Care Delivery Councils, etc. They lead and act as the subject matter expert (SME) working in collaboration with the Health System Center Directors and Chief/Director Quality and Patient Safety SMEs, developing and setting the strategic direction and operational tactics on policy, quality, and patient safety for the regional and individual markets. The VISN QMO ensures this work aligns with the Office of Quality and Patient Safety (OQPS) strategic and operational initiatives. Developing the regional market workforce strategies to ensure a strong workforce that is prepared to meet the eight domains of quality competencies as well as advance the science of improvement and innovations and increase safety and reliability which elevates the quality roles, reputation, and practice of quality and patient safety locally, regionally, and nationally by establishing relationships with educational institutions, national quality leaders, institutions for the science of improvements, and professional quality organizations to draw talent to the Veterans Affairs (VA), evolve practice models for quality and safety professionals, risk managers, and certified professionals of health care quality, and certified professionals of patient safety and risk management. Utilize their advanced experience to navigate complex systems, structures, programs, and practices to successfully meet the mission, using change management methods for resolution and to build effective internal and external partnerships, increasing organizational cohesiveness across health care functions. Promotes a healthy work environment by including evidence-based practice to drive quality outcomes in the VISN strategic/operational plan. They facilitate the appropriate access to both funding and Veteran data that support quality improvement, innovation, and succession planning. The QMO communicates effectively both orally and in writing with professional, administrative, and technical staff at all levels and to effectively supervise subordinate staff to ensure the quality of their work. Qualifications

Basic Requirements: English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD). Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.) NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification.
