Summary
About the Position: Serves as a principal staff advisor to Kansas City District leadership and supervisor on matters relating to civilian workforce management to include performance management, hiring, incentives, onboarding, succession planning and training programs.. Guides supervisors in making the most effective workforce management decisions that support the values of the District, and USACE .
Duties
- Serves as the human resources liaison with the civilian personnel office, Division, and USACE Headquarters to support to maintain an effective workforce-management program for the district
- Applies thorough, accurate, and careful review to personnel actions and documentation to ensure compliance, prevent errors, and maintain the integrity of workforce-management processes.
- Oversees DoD Performance Management Appraisal Program (DPMAP), tracking district wide performance management for timely and accurate processing.
- As a subject matter expert, advises and trains supervisors and staff on the hiring process leading up to selection, as well as on the onboarding process.
- Understands district workforce and workload requirements and conducts research to attain staffing trends, attrition patterns, engagement-survey insights, retention risks, supporting the development of both short- and long-range human capital plans.
- Advises personnel on procedural and policy matters across workforce-management functions.
- Provides recommendations that significantly influence management decisions on staffing requirements, workforce resources, program objectives, and emerging issues.

For the GS-11: Specialized Experience: One year of specialized experience which includes applying analytical and evaluative techniques to identify and resolve issues or problems of a procedural or factual nature AND interviews with supervisors and/or employees to obtain information. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For the GS-12: Specialized Experience: One year of specialized experience which includes advising higher level management personnel on performance management AND/OR personnel & administrative functions; AND analyzing manpower data, resourcing data, or historical trend data, AND creating reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Attention to Detail Customer Service Decision Making Flexibility Integrity/Honesty Interpersonal Skills Learning Reading Comprehension Reasoning Self-Management Stress Tolerance Teamwork Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09 for the GS-11 level; GS-11 for the GS-12 level).
