Summary

This position serves as Administrative Officer for the Martinez Site AD-EBD office, VA NCHCS, and is responsible for providing or obtaining a variety of services essential to the direction and efficient operation of the Martinez Site and associated outlying buildings. The incumbent of this position must be knowledgeable of the full variety of personnel functions and have a thorough understanding of budget, manpower, management analysis, and force structure management.

Duties

The Administrative Officer, GS-0341-11, directs and performs all day-to-day coordination of administrative functions that include administration, human resources management, manpower utilization. budget and finance, management and program analysis, and related administrative matters in support of a large and complex medical facility. Duties for the position include but are not limited to: Works in support of the OPC and facility-wide management committees on a variety of administrative program activities, explores issues and concerns, identifying areas where changes to procedures or processes would result in improvements to program effectiveness. Manages the provision of services, to include space management, management controls, review and analysis, quality and productivity improvement, and support agreement programs. Ensures that studies and reviews are properly carried out and that results are briefed to program managers. Analyzes complex administrative management problems with, rapid fluctuation in various program priorities and requirements, and conflicts between program requirements and available resources. Develops guidance on techniques for management and methods improvement. Analyzes and advises on proposed, reorganizations or realignment of functions. Develops, updates and implements policies and procedures related to the administration and operation of the clinic and ensures compliance with the mission, goals and policies of VA Northern California Health Care system, VHA and VA. Responsible for developing processes and monitoring such processes that lead to the improvement and efficiency of operations throughout the clinic. Responsible for timely submission of work orders and routine follow-up to ensure that issues are resolved in an efficient and timely manner. Organizes and controls program evaluation activities at the clinic and identifies administrative issues which may have a negative impact on patient care (i.e. wait times, clinic cancellations, clinic graphics, leave usage, etc). Participates in quality management initiatives to ensure compliance with all accreditation activities. Work with various executives throughout the health care system to assist in the resolution of complaints involving clinic staff, preparing responses to patients, the Office of the Inspector General, Congressional Representatives and VACO. Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/07/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GA-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one (1) full year of specialized experience equivalent to the GS-9 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of an Administrative Officer position. Specialized experience includes: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); maintaining and updating department or service-level databases and shared computer drives; accurately preparing timecards for submission and processing; resolving timekeeping issues related to overtime, holiday pay, unscheduled hours, and various types of extended leave; managing and balancing financial aspects of general fund control points and purchase procedures; and preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education:Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combinations of successfully completed graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.. You will be rated on the following Competencies for this position: Administration and Management Analysis and Problem Solving Customer Service (Clerical/Technical) Forward Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
