Job Summary:

The Utility Programs team leads the development, analysis, and execution of regulatory strategies that support LUMA's Plans of customer‑facing initiatives and the federal funding portfolio. The group partners closely with internal experts, regulatory agencies, and external stakeholders to ensure that regulatory filings, compliance activities, and Plans documentation are accurate, timely, and aligned with statutory and operational objectives. The team's scope includes the 10-Year Plan (Federal Funding Portfolio), Emergency Response Plan, Vegetation Management Plan, Priority Stabilization Plan, Physical Security Plan, Data Security Plan.

This position supports the team by translating complex data into clear, actionable insights that inform regulatory strategy and compliance. It monitors regulatory changes, prepares reports and filings, and collaborates across teams and with external partners to meet evolving requirements.

Job Description:

Drafts regulatory filings, communications, deposition papers, and requests for information by conducting initial analysis and aligning with prior submissions, ensuring consistency and legal compliance.

Manages internal reporting by gathering departmental input, maintaining a reporting schedule, and communicating deadlines to ensure timely and accurate regulatory submissions.

Analyzes legal and regulatory developments to assess potential business impacts and provide guidance on emerging risks and compliance strategies.

Monitors and analyzes key performance metrics to identify trends, measure effectiveness, and support data-driven decision-making.

Provides analytical insights to support cross-functional collaboration, strategic initiatives, operational planning, and reporting.

Communicates regularly with stakeholders to provide updates and maintain accountability for timely completion and deliverables.

Follow established company policies, procedures, and standards to ensure full compliance with applicable laws and industry regulations.

Participates in storm restoration tasks and assigned drills to contribute to the safe and reliable recovery of services.

Performs additional tasks aligned with role expectations and qualifications to support team goals and operational flexibility.

Additional Job Description:

Education

Bachelor's Degree preferable in Business, Finance, Economics, Engineering, Political Science, Public Administration, or related field, from an accredited university

Experience

3 years of experience in data analysis, reporting, and synthesizing complex economic, regulatory, and financial information, preferably within an electric utility or a related industry.

Additional experience may substitute for required education when it aligns with the competencies and knowledge necessary for the role: Associate’s degree in a relevant field may substitute when accompanied by a minimum of 5 years of experience performing similar functions and at least 3 years of experience performing a previous Analyst role.

Competencies (Skills)

Strong skills in planning, managing, and prioritizing.

Strong verbal and written communication skills in English, with the ability to synthesize and clearly convey complex information.

Ability to work independently and collaboratively with diverse teams and work groups across the organization and external stakeholders.

Strong skills in the use of computer applications (MS Office, Excel, Word, PowerPoint, Outlook) and programs such as Microsoft Project, Microsoft Power BI or other data visualization software, and SharePoint.

Excellent analytical, critical thinking, and presentation skills.

Highly organized and detail-oriented, with the ability to manage multiple analytical tasks and projects simultaneously.

Ability to exercise discretion with external and internal communications.
