Overview
The Assistant Director- Sanitation (Operations) assists and supports in the planning, direction, and provision of executive management services for the Sanitation department and leads operational activities related to municipal solid waste and recycle collections for approximately 250,000 customers. The Assistant Director works with Director in the coordination, planning, and executive supervision of weekly waste and recycle collections, monthly brush and bulky item collection, and associated support functions, including fleet management, enforcement, cart delivery and repair functions, and contractor services for City facility collections and supplemental debris collections. A Collections Superintendent reports to the Assistant Director, as is responsible for the day-to-day responsibilities of service delivery conducted through five collections districts.
Essential Functions
- Performs in-field observations of service delivery elements for the department; evaluates the effectiveness of protocols against the goals and standards, identifies opportunities for improvement in workflows, and develops and analyzes management reports for logical continuity and accuracy.
- Administers, coordinates, oversees, and directs the communications activities within the Operations Division of the department; promotes transparency and cohesion between all levels of staff to mitigate issues and address challenges, opportunities, and potential concerns.
- Provides effective communication and facilitates staff meetings to ensure successful communication among units; provides quality control and discusses or resolves challenges; identifies root causes of failures or problems and develops recommendations to address.
- Participates in the development, implementation, and execution of the department budget, creates capital needs list, including annual fleet purchase recommendations, and consistently reviews revenues and expenditures; facilitates budget review discussions and provides broad scale budget management.
- Provides coaching opportunities to staff and administers and facilitates conflict resolution meetings to streamline the operation and appraise performance plans; Provides feedback to staff regarding options to their path forward.
- Creates and drafts extensive reports on operational effectiveness to communicate activities with external stakeholders, other departments, City Council, and City Management.
- Works closely with the Assistant Director for Post-Collection Operations, who oversees McCommas Bluff Landfill and Sanitation’s transfer stations, to ensure operations are effective and cohesive between the divisions.
- Assists in execution of the emergency operations plan related to debris management in an executive leadership capacity.
- Performs any and all other management tasks as needed or assigned.
Knowledge and Skills
- Thorough understanding of municipal solid waste and recycling collection processes, including the latest industry standards and environmental regulations.
- Knowledge of planning and coordinating large-scale waste collection, including brush and bulky item collection .
- Knowledge of principles of fleet management and maintenance for sanitation vehicles.
- Knowledge of contract management, including negotiation and management of contracts for city facility collections and supplemental debris collections.
- Knowledge of federal, state, and local laws and regulations applicable to municipal solid waste management.
- Strong leadership skills to manage and supervise a senior manager and oversee operations across multiple districts.
- Excellent verbal and written communication skills for coordinating with various stakeholders, including government officials, contractors, and the public.
- Proficient in identifying, analyzing, and solving operational problems efficiently and effectively.
- Skilled in managing complex projects, with a focus on timely and cost-effective delivery.
- Ability to work collaboratively with the Director and other team members for the smooth execution of sanitation services.
- Ability to adapt to changing circumstances and managing emergencies or unexpected situations effectively.
- Proficient in analyzing operational data to make informed decisions and improvements.
- Ability to manage budgets, including the allocation of resources for fleet management, enforcement, and repair functions.
- Ability to provide high-quality service to large and diverse populations ensuring satisfaction and compliance with standards.
Experience
Minimum of ten (10) years’ experience in solid waste management, or a related field, with progressive management experience. Six (6) years of increasingly responsible management/leadership experience.
Licenses and Certifications
None required.
Education
Bachelor’s degree in environmental science, public or business administration, or a related field.
Equivalency
Master’s degree or higher in specified field plus five (5) years of the experience will meet the education and experience requirements.
A High school diploma or GED plus fourteen (14) years of experience will meet the education and experience requirements.
Salary Range
$119,870.40 - $149,822.40
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
