JOB SUMMARY
Manages across a regional Hub the development, implementation, and maintenance of one or more accounting systems and core accounting processes (e.g., journal entries, general ledger, accounts receivable, accounts payable, revenue reconciliation, and cash flows) in accordance with GAAP policies and procedures. Designs and improves operational procedures and processes to meet financial accounting standards and improve efficiency. Ensures integration of accounting data into systems and supports the objectives of financial analysts through accurate compilation, analysis, and reporting of accounting and revenue data. Participates in annual audits and special projects and may work with external consultants or auditors to provide required information and ensure proper recordkeeping. Selects, develops, and evaluates personnel to ensure the efficient operation of the function. Reports to the Senior Director, Financial and Operational Support.
RESPONSIBILITIES / DUTIES
Complexity & Problem Solving:
- Provides operational leadership to Hub accounting staff and supports coordination with country teams across a geographic Hub.
- Assigns and reviews the work of country office accounting teams, providing guidance and support as needed.
- Monitors and improves the monthly close process by analyzing performance and implementing more efficient procedures and use of available resources.
- Serves as Hub point of contact for audit requests and supports timely provision of required documentation.
- Ensures country office accounting business practices are adequate, documented, and compliant with internal and external requirements.
- Conducts live and virtual trainings on accounting systems and processes and provides mentoring to staff as needed.
- Meets with country office staff to understand how business processes are performed and identifies problems, challenges, and improvement opportunities.
- Coordinates with Corporate Accounting to ensure trial balances are updated for local statutory audits.
- Facilitates timely month-end close and resolution of issues prior to general ledger uploads.
- Ensures financial documentation is filed and readily available per country and organizational requirements.
- Ensures internal system guidelines (e.g., GFAS, DPA, Costpoint, banking portal processes) are followed and aligned; provides training and supports uptake of the TM1 budgeting system as applicable.
- Coordinates closeout reconciliation of projects and clearing of outstanding issues before system close.
Discretion & Impact:
- Exercises judgment within established accounting policies, procedures, and management guidance to resolve moderately complex discrepancies involving data, analyses, and processes within assigned portfolios.
- Makes decisions that impact the team’s performance and the successful completion of operational initiatives (e.g., monthly close timelines, audit request responsiveness, and documentation readiness).
- Identifies issues that require escalation and coordinates resolution with appropriate stakeholders to protect accuracy and compliance.
- Protects confidential information and ensures appropriate handling and recordkeeping to support auditability and internal control expectations.
Collaboration & Interaction:
- Collaborates with Corporate Accounting and other finance stakeholders to ensure alignment on close, statutory audit support, and accounting data requirements.
- Works with internal and external auditors and/or consultants to provide required information and support audit processes as needed.
- Builds cooperation across country office teams by explaining accounting requirements, providing practical guidance, and supporting consistent adoption of processes.
- Uses strong communication, diplomacy, and negotiation skills to coordinate resolution of issues and drive timely completion of deliverables.
Management & Supervision:
- Provides direct supervision to Hub accounting staff (skilled individual contributors) and oversees team activities to ensure schedules are met and objectives align with broader departmental goals.
- Motivates, mentors, and manages individuals and groups from diverse backgrounds and expertise to support high-quality, timely work delivery.
- Selects, develops, and evaluates personnel to ensure the efficient operation of the function.
- Works under direction with latitude for independent action on routine work; receives general guidance with periodic review for new work or special assignments.
- Embraces other duties as assigned, contributing to the team’s multifaceted and evolving responsibilities.
QUALIFICATIONS
Knowledge & Skills:
- Strong knowledge of GAAP practices and reporting guidelines.
- Experience with automated financial reporting and government accounting practices, including CAS and FAR systems.
- Knowledge of laws and regulations impacting internal accounting and management controls.
- Strong organizational, supervisory, leadership, and managerial skills.
- Ability to provide guidance to teams, exchange information, and collaborate with colleagues and peers within and outside the organization.
- Excellent communication, diplomatic, and negotiation skills.
- Ability to multi-task and meet deadlines.
Minimum Qualifications:
- Bachelor’s Degree or international equivalent.
- Minimum of 8+ years related work experience, including 3 years in line management and 3 years working at the corporate or organizational level.
- Past experience managing a financial accounting department is required.
- Fluent English (read/write/speak).
Certifications:
Professional accounting certification (e.g., CPA/ACCA or international equivalent) preferred, based on hub/country operating needs.
Preferred Qualifications:
- Experience working in a Non-governmental organization (NGO) preferred.
- Experience working with an international organization preferred.

TYPICAL PHYSICAL DEMANDS
Typical office environment. Constantly uses a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer. Must be able to remain in a stationary position 50% of the time.
TECHNOLOGY
Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

The expected hiring salary range for this role is XOF 29,000,000 - 40,000,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
