Budget Analyst

Summary

This position is responsible for developing, presenting, and executing phases of the Agency-wide budget.

Duties

• •The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
• •The duties may include, but are not limited to:
• •Prepares documents needed to process budget estimates, requests for supplemental appropriations, allotments from the Department.
• •Works with Program managers to develop operating budgets, financial report analysis, and budget and program analyses,
• •Maintains multi-year data to prepare budget schedules, Agency and Departmental estimates, the President's budget, and Congressional explanatory notes.
• •Provides/Reviews end-of-year financial forecasts to determine current and year-end financial position. Recommends appropriate management actions in view of the results.
• •Maintains, coordinates, and updates reports submitted to the Budget Office responding to Agency requests, e.g., Budget Data Requests (BDR), Questions for the Record (QFR), Cross-Cuts, etc.
• •Develops and maintains a system to monitor appropriated funding allocations for grant, cooperative, and reimbursable activities.
• •Researches, collects and evaluates data for Program and Agency compliance reviews, and recommends courses of action.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Formulating budget estimates and/or consolidated financial data from multiple sources, preparing management reports for program planning and execution. Ensuring compliance with regulations by developing new approaches to limit expenditures and/or minimize impact on program objectives. Providing evaluative data and/or recommendations that directly influenced the accuracy of budget forecasts and/or adherence to regulatory guides. OR Master's or equivalent graduate degree Business Administration, Accounting, Finance, Management. OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related Note: Equivalent combinations of education and experience are qualifying for this grade level. FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Developing briefing materials and/or responding to data calls while maintaining audit-ready documentation and standard operating procedures. Identifying surpluses or shortfalls and recommended within-account adjustments in accordance with laws, policies, and internal controls. Monitoring and/or executing budgets and produced monthly execution and/or status of funds reports. OR Ph.D. or equivalent doctoral degree Business Administration, Accounting, Finance, Management. OR 3 full years of progressively higher level graduate education leading to such a degree. OR LL.M., if related Note: Equivalent combinations of education and experience are qualifying for this grade level. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Developing analytical models or dashboards to forecast execution trends and briefed senior leadership. Supporting budget formulation by preparing OMB A-11-compliant schedules, exhibits, and narratives and ensured cross-year consistency of estimates. Providing technical authority on the execution and/or designed strategies to optimize funding. Note: There is no education substitution for this grade level. TRANSCRIPTS are required if: You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university. COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09/11 GRADE LEVELS: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
