Position Summary:
Total Base Pay Range - $58,496.00 - $91,400.00 CAD Annual
Monday - Friday: 09:00AM to 05:00PM
CARM Financial Management
- Oversee daily financial activities related to CBSA's CARM program.
- Monitor duties, taxes, penalties, credits, refunds, and adjustments processed through the CARM Client Portal.
- Ensure accurate accounting, reconciliation, and reporting of customs-related financial transactions.
- Review and approve financial transactions associated with customs clearance activities.
- Support importer accounts by providing guidance regarding Statements of Account (SOA), payments, duty and tax assessments, refunds, credits, and reconciliations.
- Maintain expertise in CARM program requirements, customs accounting processes, and regulatory obligations.
Accounts Receivable and Billing Resolution
- Resolve complex customer disputes involving customs duties, taxes, penalties, assessments, and related charges.
- Investigate account discrepancies and determine appropriate corrective action.
- Review and approve credit note requests in accordance with company policies and CBSA regulations.
- Partner with Billing Resolution Services (BRS), Accounts Receivable, Collections, and Operations teams to resolve customer concerns and payment issues.
- Evaluate the financial impact of proposed adjustments and ensure appropriate risk management controls are applied.
Customs Corrections and Reconciliation
- Review and approve duty and tax correction requests submitted by Operations and Billing teams.
- Validate supporting documentation and determine eligibility for duty and tax credits, refunds, or adjustments.
- Analyze importer accounts and identify reconciliation issues requiring corrective action.
- Ensure all approved corrections are accurately reflected in customs accounting and financial systems.
- Monitor account balances and payment activity to maintain compliance and account accuracy.
Month-End CBSA Statement of Account Management
- Oversee monthly Statement of Account (SOA) reconciliation and settlement activities.
- Review and approve monthly CBSA payments to ensure accuracy, completeness, and compliance.
- Coordinate month-end payment processes with Finance and operational stakeholders.
- Prepare and distribute reports identifying accounts impacted by credit holds, collection issues, or account deactivation.
- Investigate and resolve payment discrepancies, outstanding balances, and account reconciliation issues.
- Ensure supporting documentation is complete and available for audit and compliance purposes.
Compliance and Risk Management
- Ensure compliance with CBSA regulations, customs legislation, and internal financial controls.
- Monitor importer account activities to identify potential financial, operational, and regulatory risks.
- Investigate discrepancies related to duty and tax assessments, payments, credits, and refunds.
- Recommend and implement process improvements to strengthen controls and compliance.
- Protect the organization from financial losses and customer service impacts resulting from customs accounting errors or payment issues.
- Ensure customers avoid unnecessary penalties resulting from inaccurate reporting or process deficiencies.
Financial Reporting and Analysis
- Analyze trends related to duties, taxes, collections, receivables, penalties, credits, and cash flow.
- Develop and maintain reporting tools, management dashboards, and key performance indicators (KPIs).
- Monitor revenue leakage and identify opportunities to improve financial performance.
- Prepare reports and analyses that support operational and strategic decision-making.
- Provide recommendations to leadership regarding financial risks, controls, operational performance, and process improvements.
Stakeholder Relationship Management
- Serve as the primary financial advisor for CARM-related issues.
- Act as the key liaison between CBSA, clients, customs brokers, Finance, Billing, Operations, and other stakeholders.
- Provide guidance regarding customs accounting practices, GST implications, Statement of Account interpretation, and compliance requirements.
- Assist clients in understanding CBSA credits, refunds, payment applications, assessments, and account activity.
- Present and explain CBSA financial data to customers to support account reconciliation and issue resolution.
- Exchange information directly with CBSA to resolve payment application issues, B2 claims, corrections, and account discrepancies.
Process Improvement and Systems Support
- Collaborate with Information Technology and business stakeholders on system enhancements and process improvements.
- Identify opportunities to improve efficiency, controls, reporting capabilities, and customer experience.
- Support policy and procedure development related to CARM and customs accounting processes.
- Participate in projects related to regulatory changes, business process improvements, and CARM enhancements.
Leadership and People Management
- Lead, coach, mentor, and support team members while promoting a positive and inclusive work environment.
- Conduct regular team meetings to review priorities, accomplishments, challenges, and opportunities for improvement.
- Communicate organizational updates, policy changes, and business initiatives to employees.
- Provide technical guidance and training to staff regarding CARM-related financial processes and requirements.
- Support employee development, performance management, and succession planning initiatives.
- Foster a culture of accountability, collaboration, professionalism, and continuous improvement.
Education and Experience
Education
- Bachelor's degree in Accounting, Finance, Business Administration, or a related discipline with a specialization in Accounting.
- CPA designation is considered an asset.
Experience
- Minimum five (5) years of progressive experience in customs accounting, finance, customs brokerage, transportation, logistics, or a related environment.
- Experience working with CBSA programs, customs accounting processes, and regulatory compliance requirements.
- Experience managing complex reconciliations, customer disputes, and financial investigations.
- Previous leadership or supervisory experience is preferred.
Knowledge, Skills and Abilities
- Advanced knowledge of CBSA Assessment and Revenue Management (CARM) processes and requirements.
- MS- Excel, Intermediate or advanced is a must.
- Strong understanding of customs accounting, duties, taxes, GST, Statements of Account, and importer compliance obligations.
- Excellent analytical, investigative, and problem-solving skills.
- Ability to evaluate complex financial data and identify discrepancies, trends, and risks.
- Strong reconciliation and financial reporting capabilities.
- Ability to interpret CBSA reports, Statements of Account, B2 claims, and customs-related documentation.
- Strong customer service, communication, presentation, and stakeholder management skills.
- Ability to influence and guide customers and stakeholders through complex financial matters.
- Demonstrated ability to coach, train, and develop employees.
- Advanced proficiency in Microsoft Excel and Microsoft Office applications.
- Strong organizational and time-management skills with the ability to manage multiple priorities in a fast-paced environment.
- Ability to adapt to changing regulatory requirements and evolving customer needs.
Self-motivated, independent and strong attention to accuracy and willing to learn new skills.
