Summary
The primary purpose of this position is to serve as a professional civil engineer, performing design, project programming and construction management/monitoring duties in support of a military installation. Position is developmental: GS-0810-07 target grade of GS-0810-12. All training must be completed and regulatory requirements met prior to each promotion. Duties
FOR the GS-07: Uses prescribed methods to perform specific, and limited work assignments that are normally minor phases of a broader assignment of a higher-grade engineer. Uses computers/computer software such as information management programs, computer aided design and drafting (CADD) programs, and project tracking programs to assist higher grade engineers in solving engineering problems and facilitate the work. Assists in coordinating projects with engineers in other disciplines or with architects. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. FOR the GS-09: Participates in design work for new construction, renovations, and improvements to real property facilities including utility systems, utilizing a professional knowledge of civil engineering. Prepares or participates in the preparation of architect and engineer (A&E) statements of work (SOW). Coordinates projects with other engineers in other disciplines or with architects. Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete. In conjunction with the primary duty of engineering design, on a less frequent basis performs work in the construction management, programming/base development, and/or operations and maintenance (O&M) functions. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. FOR the GS-11/GS-12: Monitors and manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of civil engineering and knowledge of other engineering disciplines to ensure overall compliance with contracted specifications, schedules, etc. Assists in planning and design process for new construction, renovations, and improvement projects for real property facilities and utility systems utilizing a professional knowledge of civil engineering. Evaluates/recommends programs and development plans and advocates for project requirements. Performs work in facilities operations and maintenance (O&M) functions. Provides consulting services and project coordination. Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Civil Engineer 0810 series. BASIC REQUIREMENT: Education: Degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering (https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf). In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of civil engineering concepts and principles and standard engineering practices, methods, and techniques to perform routine projects or minor phases of a larger and more complex project; and computer aided design and drafting (CADD) programs to perform routine design and drafting assignments; Skill in preparing graphs, curves, or tables; Ability to search technical reports, manufacturers' catalogs, and other guidelines to obtain information; Ability to use relevant software programs and use computer aided design and drafting programs (CADD). OR EDUCATION FOR GS-07: I have 1 year of graduate-level education or superior academic achievement that is directly related to the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION for GS-07: I have less than the full amount of specialized experience described in job opportunity announcement; however, I have completed some graduated-level education as described. Therefore, I have a combination of experience and education. SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of civil engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture to perform routine projects with complete responsibility, or portions of large, complex projects; Knowledge of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; and standard contracting regulations, practices, and procedures; Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. OR EDUCATION FOR GS-09: I have successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. OR COMBINATION OF EXPERIENCE AND EDUCATION for GS-09: I have less than the full amount of specialized experience described in job opportunity announcement; however, I have completed some graduated-level education as described. Therefore, I have a combination of experience and education. SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.
