Duties

  • You will perform a full range of contracting functions including, awarding, administrating, negotiating, terminating and closing out various types of cost and fixed price contracts.
  • You will review requests for procurement of simple to complex ship repair projects.
  • You will prepare solicitation documents and incorporate routing provisions.
  • You will determine contractor eligibility.
  • You will analyze operations, methods and procedures to recommend changes due to revision in policy, procedures or management concepts.
  • You will provide on-the-job training to new employees, interns and lower level staff members.
  • You will serve as an Administrative Contracting Officer (ACO) or contract specialist.
  • You will monitor contractor progress and performance.
  • You will be responsible for determinations, decisions, approvals and contractual actions obligating the Government within your warrant authority.
  • You will ensure adequate funding is available to support contractual actions.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Therefore, we encourage you to be clear and specific when describing your experience.For the GS-09 level: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing contracting functions (e.g. price/cost analysis, negotiation, pre-award, post-award, administration, closeout) for the acquisition of goods or services.Education may be used to substitute for experience with the following: Successful completion of a master's or equivalent graduate degree; OR Successful completion of two full years of progressively higher graduate level education leading to a master's degree; OR Successful completion of an LL.B. or J.D. that is related to the position being filled. For the GS-07 level: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing contract support (e.g. price/cost analysis, negotiation, pre-award, post-award, administration, closeout).Education may be used to substitute for experience with the following: Successful completion of one full year of graduate level education Successful completion of one full year of law school. Successful completion of a bachelor's degree with superior academic achievement. Education

Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
