Summary
About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Huachuca, AZ and serves as an Data Scientist .
Duties
- Applies advanced data science, statistical, mathematical, and computational theories, methods, and practices to analyze highly complex problems affect cyber.
- Adapts analytical models and techniques (i.e. machine learning, artificial intelligence, data mining, and visualization) to produce reliable and defensible analytic results for decision-making.
- Serves as expert leading highly complex analytical projects across unclassified and classified environments within tactical and strategic IT settings
- Evaluates multi-disciplinary issues with network systems, big data platforms, and security to assess network performance, control, resilience, and mission impact supporting the mission
- Analyzes advanced research techniques and science-based analytical methods to provide evaluation and briefings for leadership
- Transforms data from network sensors, enterprise systems, operational repositories and other authorized sources into actionable information for decision-support products.
- Conducts ongoing evaluation and monitoring of decision-support systems, analytical models, and statistical methods to assess mission performance.
- Recommends strategies for data collection, integration, retention, governance, access, and quality management.
- Applies business metric, performance measures, and analytical framework to identify, assess, validate, and monitor opportunities for improvement and performance.
- Coordinates with data owners to ensure the data used in analytic efforts complies with applicable legal, regulatory, privacy , record management, and information Security requirements.
- Independently determines resource requirements for assigned projects, and reviews technical report, summaries and briefs for senior leadership.

GG-11 and GG-12 This position is in the Professional Work Category at the Full Performance Work Level Within the CES Occupational Structures. In order to qualify, you must meet the Education and/or Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Data Scientist: A. Degree: Bachelor's degree (or higher degree) in in mathematics, statistics, computer science, data science or field directly related to the position. OR B. Combination of Education and Experience: Courses equivalent to a major field of study (30 semester hours) as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GG-11 Qualifying Experience: To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1. Collaborating with data owners and stakeholders to ensure data used in analytic efforts comply with legal, regulatory, and security requirement. 2. Extracted raw operational dataset using Python/SQL to prepare data for routine statistical analysis and reports. 3. Researching standard machine learning framework to well-defined problems in support of information technology and network-related mission. 4. Assisted in predictive model and algorithms for the command. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering or Computer Science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GG-12 Qualifying Experience: To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1. Applying data science and statistical methods to analyze multi-disciplinary cyber and enterprise systems problems. 2. Assisting in developing machine learning and data mining models to identify trends form the command. 3. Implementing analytics and research techniques for information system and network mission capabilities. 4. Assisting in the design, testing and implementation of basic predictive models and algorithms. GG-13 Qualifying Experience: To qualify based on your experience, your resume must describe one years of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1.
