Job Description

What is the opportunity?

You will be responsible for thought leadership, design, execution, reporting, oversight and evolution of the Operational Resilience Program for RBC’s Canadian Personal & Commercial Banking business. You will establish a framework for stakeholders to execute OSFI Operational Resiliency requirements (under Guideline E-21) and drive each phase of the program to ensure compliance and risk mitigation. You will ensure alignment with senior management, all lines of business (LOB) and build strong partnerships with second line of defense teams. You will also maintain a governance monitoring mandate that will ensure appropriate risk mitigation strategies are established, such that all stakeholders understand their accountabilities in being compliant with applicable regulatory requirements related to Operational Resilience.

What will you do?

  • Maintain and update the inventory of Critical & significant business services, ensuring LOB key processes are identified, inventoried, mapped and assessed for resiliency across Canadian Banking
  • Oversee execution of the annual scenario analysis program
  • Ensure coordination and execution of all CB scenario testing requirements including planning and execution of tabletop exercises
  • Monitor and manage CB’s adherence to Key Risk Indicators (KRI’s) and Risk Appetite Measures (RAM’s) ensuring all metrics remain within acceptable thresholds
  • Engage with executives/senior management and their teams to ensure the annual Operational Resilience program is executed effectively in line with Enterprise risk standards
  • Understand operational risks facing financial services and RBC, proactively engage risk experts to gain a perspective on the ability of CB to prepare for and respond to disruptions
  • Work with Operational Risk colleagues and experts to develop a comprehensive perspective of operational resilience and engage relevant partners to ensure a coordinated and holistic approach to addressing resilience
  • Leverage enterprise & CB tools to ensure the implementation of risk identification, assessment and analysis, and align reporting with operational resilience requirements and areas of continuity risk
  • Create data-driven insights to provide valuable and actionable reporting to 1st line of defense senior management and enterprise partners, and ensure regulatory requirements, expectations, notifications are complied with
  • Be the authoritative source of CB Operational Resilience regulatory requirements, including alignment with recovery and resolution planning and lead regulatory exams and audit reviews as applicable

What do you need to succeed?

Must-have:

  • 10+ years of related experience, including strong knowledge of Operational Risk, experience in Operational Resilience, and OSFI regulatory requirements
  • Strong critical thinking, problem solving skills, and ability to navigate ambiguity
  • Proficient in risk management methodologies, deployment and execution of policies and procedures
  • Outstanding communication skills: Clear, concise, and direct in both verbal and written communications; ability to take complex problems/ideas and explain them in plain language
  • Highly experienced in creating senior executive-level presentations and materials
  • Excellent interpersonal skills, with the ability to build strong relationships with internal and external stakeholders; ability to impact & influence stakeholders across RBC
  • Solid understanding of Canadian Banking services and processes and experience in implementing appropriate control frameworks for effective risk mitigation
  • Experience in defining and implementing effective management reporting
  • Experience working in a complex, matrix environment and managing diverse stakeholders
  • Ability to learn quickly, navigate ambiguity, and drive results at pace
