Summary
This position serves as the Electronics Mechanic for the Overton Brooks Veterans Affairs Medical Center (OBVAMC). This position works under the general supervision of the Electrician Supervisor, Maintenance and Operations Section.
Duties
The work requires knowledge of electronic principles; the ability to recognize improper operation, locate the cause, and determine the best method to correct the defect; and the skill to disassemble, assemble, and adjust electronic equipment. The work includes using both manual and automated test equipment. The work may require the use of a personal computer and numerous software packages to program or realign various components or systems, download information, and detect equipment deficiencies. This standard is for grading nonsupervisory jobs involved in fabricating, overhauling, modifying, installing, troubleshooting, repairing, and maintaining ground, airborne, and marine electronic equipment, such as: radio; radar; sonar; cryptographic; satellite; microwave; micro computers and peripherals; laser; infrared; industrial x-ray; marine, aeronautical, and space navigation aid; TV receiver; surveillance; and similar devices. Duties include but, not limited to: Services Self-contained & Functionally Independent Equipment Functions under the general supervision of the supervisor with work subject to review for quality, completeness, timeliness, and adherence to policies. Normally responsible for regular interpretation of work requests, assignments and priorities; exercises good judgment and a high degree of initiative; may be allowed considerable discretion in effectively and efficiently carrying out regular assigned duties; and keeps the supervisor informed of activities and progress. Expected to perform as a competent skilled journeyman, using initiative; making reliable tests, measurements and adjustments; selecting equipment, tools and materials; and laying out and planning the work and techniques for each assignment without reference to the supervisor, unless a highly unusual problem is encountered or a significant departure from normal procedure is requested. Most review of work is in the form of occasional spot checks and general review of finished work. Brings tools, equipment and materials appropriate to work assignments to and from work areas and shop and storage areas; keeps shop and work areas and equipment clean, secure and orderly; observes safe practices; and safely and properly removes and disposes of waste, debris and excess materials. Performs other related duties as assigned and may be required to become familiar with some of the basic functions, procedures, methods and skills of some other related work and assist in these functions in the absence of other personnel, to the extent of the employee's competence and ability. Performs Contract Administration Performs scheduling, inspection, and oversight methods used for service contracts. Serves as technical authority, Contracting Officer Representative (COR) providing expert advice in the administration and oversight on contracts related to closed circuit color TV, camera systems, Wi-Fi, access controls systems, central antenna radio and television antenna systems, security and environmental detection and alarm, and intercommunication systems; a variety of electronic equipment, VHF/UHF radios, video cameras and recorders, as well as a large multi-building coded fire alarm system. Prepares statement of work, specifications, and cost estimates for contract procurement packages. Low Voltage Data Drops The incumbent must possess the ability to read and interpret blueprints, wiring diagrams, schematics and operation and maintenance manuals. He/she must be knowledgeable in the use of electrical test instruments in order to trace and locate the cause of equipment and control device malfunctions and then complete repairs or adjustments. He/she also must be skilled in cutting, threading, bending and installation of rigid pipe and other conduit systems and a variety of other raceway systems. The incumbent must be able to pull conductors through raceway systems, phase out and make connections for low voltage systems. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2026. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements: Ability to Do the Work of the Position without More Than Normal Supervision Ability to Use Hand and Power Tools (Electronics) Equipment Assembly, Installation, Repair Ingenuity (Ability to Suggest and Apply New Methods) Test Equipment - Electronics Theory of Electronics Troubleshooting (Electronic Equipment) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: Frequently lifts and carries, unassisted, items weighing up to 18 kilograms (40 pounds). Sometimes required to lift and carry items weighing more than 23 kilograms (50 pounds) with the help of weight handling equipment or with assistance from other workers. The work requires frequent standing, walking, bending, crouching, reaching, and stooping. Climbing and working in high places may be required. Some work may require the aid of magnifying lenses, eye loops, and microscopes to accomplish repairs on miniature components. Performs work in well lighted, heated, and ventilated areas. Work is sometimes in aircraft or ships, in high and restricted places, under conditions of heat and cold, and outside in inclement weather. Exposed to the possibility of electric shock; burns from electrical or RF energy or hot solder; and cuts and bruises.
