Summary

This position is located within the Maintenance and Operations Section of the Engineering Department at the VA Central Iowa Health Care System in Des Moines, Iowa, and supports Engineering Service by coordinating the technical and operational processes required to maintain the facility's equipment, utility systems, and infrastructure.

Duties

Major Duties Include: Maintains and updates equipment status, profiles, histories, technical references, and maintenance procedures from purchase through retirement or replacement. Ensures equipment records are coded and detailed to include major repairs, recurring issues, backlogs, hours worked, labor distribution, and material and equipment costs. Maintains an accurate inventory of Building Service Equipment in accordance with Medical Center, VA, and Joint Commission requirements. Assigns and monitors preventive maintenance (PM) schedules and procedures, issues and tracks PM work orders, and reports work status, delays, and operational concerns to supervisors. Identifies and corrects compliance issues such as incomplete PM schedules or documentation. Serves as the technical advisor to the Maintenance and Operations Supervisor for the maintenance work order system. Reviews and updates Maintenance and Operations Engineering Service policies to maintain accuracy and alignment with current requirements. Prepares memos, reports, and instructions, ensures deadlines are met, and provides timely notification to staff and services before scheduled utility outages or equipment downtime. Serves as the Contracting Officer Representative (COR) for Maintenance and Operations and functions as the primary on site liaison for contractors performing work throughout the Medical Center. Acts as purchase card holder and ordering official, processes and reconciles transactions, and maintains accurate financial and audit ready records. Monitors fund balances, enters purchase requests, and tracks items routed through contracting. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, specialized experience, it must have been equivalent to the GS-05 grade level and includes: provide administrative support (such as screening/routing calls, preparing correspondence, and scheduling meetings); utilize attention to detail by tracking receipts, maintaining a variety of files and records; purchasing or procuring goods and/or services for a department; and tracking department projects utilizing various software systems (i.e., Microsoft Office software programs including Excel, MS Word, Outlook, etc.); provide customer service to a variety of customers in a positive and friendly manner. Preferred Experience: Knowledge of preventative maintenance practices, inspection procedures, and repair methods to assign and track preventative maintenance schedules, identify deficiencies, and ensure documentation meets Medical Center, VA, Joint commission, and other regulatory requirements. Knowledge of procurement processes and procedures required to serve a s a purchase card holder, reconcile transactions, monitory fund balances, and obtain the equipment, materials, and services as needed for maintenance activities. Knowledge of MAXIMO and other automated maintenance control systems to schedule and monitor work orders, maintain equipment inventories, track labor and material costs, generate reports, and analyze data to identify trends, improve workflow, develop corrective actions, and recommend process changes.
