We are seeking a Federal Compliance Specialist to join our growing legal team in Riverside or St. Louis, Missouri. Working closely with ARCO’s Government & Regulatory Compliance counsel, this role will oversee federal contracting registrations, reporting, records, and compliance processes. The ideal candidate will proactively coordinate across teams, manage deadlines, and ensure accurate, timely government submissions to support ARCO’s expanding federal contracting business.
A DAY IN THE LIFE
Own and administer ARCO’s SAM.gov registrations, including annual renewals, entity updates, representations and certifications, UEI information, CAGE Codes, NAICS Codes, points of contact, and other required registration information.
Maintain a comprehensive calendar of federal registration, certification, reporting, and renewal deadlines across applicable ARCO entities and federal projects.
Prepare, coordinate, and submit federal subcontracting reports, including Individual Subcontracting Reports (ISR) and Summary Subcontract Reports (SSR) and related small-business subcontracting information.
Coordinate Federal Funding Accountability and Transparency Act (FFATA) reporting and required subcontract reporting through FSRS or successor federal reporting systems.
Work directly with project teams to obtain subcontract values, small-business classifications, subcontracting-plan data, good-faith-effort information, and other information necessary to complete required federal reports.
Track federal reporting requirements from contract award through project closeout and proactively follow up with responsible teams to ensure required information is received before applicable deadlines.
Support required BioPreferred, Service Contract, and other recurring federal contractor reporting, when applicable to ARCO contracts and projects.
Administer and maintain ARCO’s records associated with DCSA facility-clearance and Foreign Ownership, Control or Influence (FOCI) requirements, including supporting e-FCL submissions, SF 328 information, ownership records, corporate documentation, and required updates.
Assist with administration of ARCO accounts and records in federal contracting systems such as PIEE, SPRS, SAM.gov, eSRS, FSRS, e-FCL, and other government platforms as assigned.
Maintain accurate records of ARCO federal registrations, certifications, representations, reports, supporting documentation, and submission confirmations.
Coordinate with Legal, Finance, Human Resources, Information Technology, Procurement, and Operations to collect and validate information needed for government submissions.
Monitor government reporting systems, agency communications, and internal calendars for approaching deadlines, rejected submissions, requests for additional information, and required corrections.
Serve as a primary internal point of contact for routine federal reporting and registration questions and escalate legal or regulatory interpretation questions to Government & Regulatory Compliance counsel.
Develop, document, and continuously improve standard operating procedures, checklists, templates, trackers, and internal guidance for recurring federal compliance activities.
Monitor changes to government reporting systems and federal reporting requirements and coordinate with Government & Regulatory Compliance counsel to update ARCO procedures when requirements change.
Conduct regular follow-up with project teams and business leaders to obtain outstanding reporting information and help ensure ARCO remains current with federal reporting obligations.
Assist with federal compliance reviews, internal audits, government inquiries, and requests for supporting documentation.
Identify missing information, inconsistent records, late reporting, or other potential compliance issues and promptly communicate concerns to Government & Regulatory Compliance counsel.
Support training of project teams and other associates on federal reporting processes, documentation requirements, and internal procedures.
NECESSARY QUALIFICATIONS
At least 2 years of relevant experience in federal contractor reporting, government compliance, contract administration, project reporting, legal operations, or a related field preferred.
Experience with SAM.gov registrations, renewals, and entity administration strongly preferred.
Experience with federal reporting systems such as eSRS, FSRS, e-FCL, PIEE, SPRS, or similar government systems strongly preferred.
Familiarity with federal subcontracting-plan reporting, including ISR and SSR reporting, preferred.
Familiarity with FFATA reporting, federal subcontract reporting, BioPreferred reporting, Service Contract reporting, or DCSA/FOCI administration is a plus.
Bachelor’s degree in business, legal studies, public administration, accounting, finance, construction management, or a related field preferred; equivalent relevant experience will be considered.
Exceptional organizational skills and demonstrated ability to independently manage numerous recurring deadlines and reporting requirements.
Strong attention to detail and commitment to producing complete, accurate, and timely submissions.
Ability to confidently and professionally follow up with project teams and business leaders to obtain information necessary to meet reporting deadlines.
Strong written and verbal communication skills and ability to develop productive working relationships across multiple departments and levels of the organization.
Strong critical-thinking and problem-solving skills, including the ability to research reporting requirements, work through government system issues, and identify inconsistencies requiring further review.
Proficiency with Microsoft Excel, Word, Outlook, and related applications; strong Excel and data-management skills are preferred.
Ability to create and maintain effective reporting calendars, trackers, standard operating procedures, and compliance records.
Ability to independently administer established compliance processes while recognizing when a question requires legal or regulatory interpretation and should be escalated to counsel.
A strong sense of ownership, persistence, and follow-through with the ability to keep multiple teams and projects moving toward compliance deadlines.
