Summary
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number D2371P01 and is part of the KS United States Property And Fiscal Office, National Guard.
Duties
As a FINANCIAL MANAGEMENT ANALYST, GS-0501-11, you will be responsible to provide extensive knowledge of all pay operations that are handled by the Pay and Exam branch. The incumbent must be able to work independently to conduct comprehensive examinations/reviews of pay accounts for Soldiers, Civilians and Vendors. Examines, analyzes, and interprets finance and accounting data, records, and/or reports to determine conformance to federal appropriation law. Evaluates facts presented to ensure validity, accuracy, and completeness of claims for customers. Request additional information and/or documentation, as required in order to make determinations on a payment's status to ensure timely and accurate payment. A thorough knowledge of the DJMS, DCPS, GFEBS, WAWF, DTS, and CAPS systems are required to examine, review, research, and correct payment transactions for pay accounts not covered by standard rules and regulations. Other duties as assigned. Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Work schedule is subject to change based on mission requirements. Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK
Qualifications
Military Grades: E-1 through E-9 GENERAL EXPERIENCE: Must have the following skills: Skill in collecting and analyzing data effectively, efficiently, and accurately; Skill in applying procedures and directives by reading and interpreting program material; Skill in presenting formal training presentations and briefings; Ability to prepare reports and presentation formats SPECIALIZED EXPERIENCE: Must have at least one year of experience equivalent to the next lower level in applying pay and tax laws, regulations, directives, pay accounts and preparing necessary documentation to pay or collect entitlements and adjust effected taxes. Examining records, original orders, and all substantiating documentation to determine whether pay entitlements and/or tax refunds exist and if credit and/or payment of pay and allowances are in accordance with prescribed administrative regulations and procedures. **The technician must complete the higher financial management certification within 24 months of appointment to the position** This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
Education
Education is not REQUIRED but Substitution of Education for Specialized Experience: To qualify for the National Guard GS-0501 Title 32 Excepted Service positions, on the basis of completed graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. Graduate Education: Education at the graduate level in an accredited college or university meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
