FINANCIAL MANAGEMENT ANALYST

Summary

You will serve as a FINANCIAL MANAGEMENT ANALYST in the Office of the Assistant Secretary of the Navy (OASN) of ASN.

Duties

• •You will serve as a principal advisor to senior managers and senior executives on financial management programs, plans and policies.
• •You will provide expert guidance across all phases of budget administration, from formulation and justification to execution and strategic financial operations on critical large-scale programs.
• •You will expertly articulate Activity mission requirements into defensible program funding requests utilizing the Department of the Navy’s primary programming system of record, the Program and Budget Information System (PBIS).
• •You will provide reconciliation of the Planning, Programming, Budgeting, and Execution (PPBE) process for Secretariat manpower activities.
• •You will prepare, coordinate, and brief Program Reviews for senior leadership.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience navigating the federal budget process, appropriation structures, and narrative justification development to support resource requirements across the Future Years Defense Program (FYDP). Experience extracting, analyzing, and reconciling complex resource and manpower data across enterprise systems, including TFMMS, PBIS, and Navy ERP, to ensure alignment between authorized positions and executed funding. Experience with the Planning, Programming, Budgeting, and Execution (PPBE) process, integrating manpower requirements into Program Reviews, and developing strategic resource recommendations. Experience briefing senior leadership on funding priorities, program risks, and resource trade-offs.
