Summary

This position is located within the Manpower Requirements Division, Washington Headquarters Services (WHS) Financial Management Directorate (FMD). The Manpower Requirements Division (FMDR) is responsible for the establishment and implementation of policies, procedures, processes, and programmatic responsibilities related to the successful execution of the WHS Total Force Management (TFM) Programs.

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 5 U.S.C. 9905, as amended by P.L. 116-92, SEC 1109, further amended by P.L. 116-283, SEC 1117 and further amended by P.L.118-31, SEC 1104 and SEC 1250B. Incumbents typical work assignments may include the following: Provides interpretation of financial reports and other resources management information to ensure that financial management manpower and accounting systems to produce results and meet legal requirement, Responsible for formulating, executing and justifying a segment of the program and budget for WHS and its managed programs including OSW, LSA and CAAF.. Contacts subordinate reporting components as needed to obtain explanations of unusual deviation and variations in reported data, particularly expenditures which must be reconciled with Treasury cash at the appropriation level. Provides financial advisory services for assigned segments of the budget. Resolves financial problems and develops alternative methods of funding and reprogramming. Reviews and analyzes the total accounting transaction history for all WHS managed appropriations.

Qualifications

In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-07 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-05 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Analyzing discrepancies between financial systems and funding authorities, commitments, obligations and disbursements; 2) Providing advice, assistance and analysis related to accounting and financial management; and 3) Applying financial, budgetary, and procurement procedures related to acquisition or finance programs. OR One full year of graduate level education or Superior Academic Achievement (Note: You must attach a copy of your transcripts for verification). OR Combination of education and experience You may qualify at the GS-09 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-07 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:1.) Providing advice, assistance and analysis related to accounting and financial management; 2) Applying financial budgetary, and procurement procedures related to acquisition or finance programs; and 3) Analyzing accounting transaction histories using automated financial systems to identify erroneous or questionable accounting entries. OR Master's or equivalent graduate degree or 2 years of progressively higher-level graduate education leading to a master's degree or LL.B. or J.D. (Note: You must attach a copy of your transcripts for verification). OR Combination of education and experience You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Analyzing discrepancies between financial systems and funding authorities, commitments, obligations and disbursements; 2) Providing advice, assistance and analysis related to accounting and financial management and 3) Applying financial, budgetary and procurement procedures related tl financial programs. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M, if related (Note: You must attach a copy of your transcripts for verification). OR Combination of education and experience FM Certification Requirement: In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program (DFMCP)," this position requires a Level 2 Certification under the DoD Financial Management (FM) Certification Program. If the incumbent is not already assigned this certification at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26. FM workforce members may also present and maintain one of the following five professional certifications to meet any of the three DFMCP certification levels: (1) Certified Defense Financial Manager (CDFM) (Continuing education required: 80 hours every 2 years); (2) Certified Government Financial Manager (CGFM) Continuing education required: 80 hours every 2 years; (3) Certified Information Systems Auditor (CISA) Continuing education required: 120 hours every 3 years; (4) Certified Management Accountant (CMA) Continuing education required: 30 hours every year; (5) Certified Public Accountant (CPA) Continuing education required: 120 hours every 3 years. To satisfy the DFMCP certification requirement using one of the five professional certifications listed above, FM workforce members must be in an active and current status. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. All qualifications and education requirements must be met by the closing date of this announcement and clearly documented in your resume. Your resume may not exceed two (2) pages.
