Summary

As an Financial Program/Cost Analyst, you will implement, coordinate, and/or oversee a variety of financial management related activities impacting USCIS operations and provide professional assistance and direct support to Office of the Chief Financial Officer.

Duties

  • The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
  • Direct, implement coordinate and/or oversee a variety of fiscal management related activities impacting USCIS activities or operations.
  • Responsible for the development of policy and/or procedural documents; research of applicable laws, regulations and/or policy; and development of various Financial Management reports within assigned area.
  • Lead a process/project for the conversion of agency goals to an action plan for a primary organizational unit or equivalent, which may require the applicant to resolve complex or non-routine Financial Management problems.
  • Gather statistical data and narrative information, perform analysis, summarized results, identified problem areas, and propose/implement solutions or provide expert advice to senior officials.
  • Represent the organization during discussions with other Federal agencies and private organizations doing business with DHS on matters involving financial management and accounting issues.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/09/2026. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 10/09/2026. GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties: Supporting the development and revision of policies and procedures in financial management areas; Applying accounting theories/concepts, methods, practices and techniques in order to collect, classify, and evaluate financial data; Supporting management staff in a variety of matters related to the application of accounting policy, auditing and financial management concepts/standards to meet mission requirements; Supporting the development and monitoring of management information systems, emphasizing strategic and operational plans, policies, and programs; Supporting the monitoring of accounting control system specifications to identify, assess, and resolve potential issues, OR You may substitute a Master's degree or two (2) full years of graduate education leading to such a degree in any field, or a J.D. or L.L.B. degree for experience required at the GS-09 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties: Planning, organizing, evaluating, and analyzing financial programs and assignments; Assisting in implementing and coordinating a variety of fiscal policies and audit related activities impacting financial operations; Providing financial guidance and presenting recommendations to management; Supporting office management on financial systems, and management programs to help fulfill mission requirements; Assisting implementing changes in response to new legislation, executive orders, OMB circulars, and other agency directives, OR You may substitute a doctoral degree (PhD or equivalent degree) or three (3) full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level or such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties: Developing financial programs and policies to meet the needs of the agency and ensure sound financial controls. Developing and monitoring management information systems that focus on policies and programs in support of organizational activities; Providing assistance and direct support related to the application of fiscal and accounting policy, financial systems, and management programs; Providing technical assistance on planning systems and management programs to support alignment with mission objectives; Developing and executing advanced financial management information systems in line with organizational targets set by statutes, executive orders. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties: Providing financial advice to program managers and senior executive officials in support of organizational financial operations; Reviewing and interpreting regulations, directives and guidelines affecting assigned programs, including developing guidance for implementing policies and standards and provides policy and technical guidance; Serving as the focal point on matters related to fiscal, financial and accounting policies and audit issues affecting and impacting the organization; Planning and creating concise briefing materials for senior management; Supporting customers on program applications, and risk assessments.
