Summary

The Fuel Procurement Manager leads the team responsible for the company’s fuel sourcing, contracting, and supply strategy, and facilitates communication between fuel vendors and the company. This role sets clear goals and expectations for the team, monitors workload, staffing needs, and team performance, and develops talent through coaching, feedback, and individual development planning. Combination of Education and Experience will be considered. Must be authorized to work in the US as defined by the Immigration Act of 1986. Must pass a Criminal Background Check.

Skills and Abilities

Proficient with Microsoft Office: Outlook, Word, Excel, PowerPoint, etc.

Ability to assess team workload and staffing needs, and make recommendations on headcount, resource allocation, and team structure to meet business demands.

Preferred Requirements

Prior people-management or team-lead experience, preferably within procurement, supply chain, or fuel operations.

Experience within the petroleum or airline industry.

Strong problem-solving skills, basic accounting principles knowledge, and data analysis skills.

Knowledge and experience in petroleum pricing, fuel supply, distribution, refining, or trading.

Ability to recommend and implement strategic courses of action relative to various fuel circumstances.

Excellent negotiation skills to appropriately advance the company’s agenda, as well as to successfully resolve commercial and/or technical disputes.

Familiarity with performance management systems, talent development frameworks, or workforce/headcount planning tools.

Job Duties

Lead, coach, and develop the fuel procurement/contract team; set clear individual and team goals and objectives aligned with department and company priorities.

Conduct regular one-on-ones, performance reviews, and development conversations; create individual development plans and support career growth for team members.

Monitor and manage team workload, capacity, and productivity; assess headcount and staffing needs and recommend adjustments to leadership as business needs evolve.

Establish and track team performance metrics (accuracy, timeliness, cost savings, compliance) and hold the team accountable to established standards.

Recruit, interview, and onboard new team members as needed; manage team scheduling, coverage, and workload distribution.

Foster a positive, engaged, and collaborative team environment; address performance or conduct concerns promptly, fairly, and consistently.

Model Allegiant’s core values and customer service standards in personal actions and when providing leadership direction; set the example for team behavior, collaboration, and accountability.

Ensure direct reports understand and apply our Customer Commitment and customer service standards to their daily responsibilities as appropriate.

Manage and execute annual and ad hoc RFP processes, and implement sourcing strategies to support company goals and requirements.

Manage the process of fuel supply and service contract terminations, expirations, extensions, and renewals.

Complete contract review, preparation, and negotiation, contract administration, maintenance, and adherence to company policies as well as legal and compliance requirements.

Develop and maintain policies, procedures, and controls that ensure a reliable fuel supply and limit inventory risk.

Manage ITP supplier negotiations, contract compliance, and dispute resolution.

Ensure Allegiant and affiliated airlines receive reliable, cost-effective fuel support wherever needed by the company.

Maintain and update the Fuel Management System with various contracted prices, terms, volumes, and fees.

Complete fuel tax research to ensure Allegiant’s sales and excise taxes are current and updated accordingly within the system and to ensure tax credit opportunities are identified.

Provide Accounting and QA with any required fuel vendor maintenance or QA audit forms for fuel vendor setup.

Maintain relationships with fuel suppliers, transportation companies, storage operators, in-plane operators, and airports through regular communication.

Track and complete market research and analyze competitors to gauge opportunities to reduce fuel costs.

Arrange fuel releases for ad hoc charters, diversions, aircraft delivery, and maintenance.

Communicate and distribute monthly fuel nominations to all fuel supply vendors.

Work with vendors to manage the pipeline and truck schedule.

Manage, update, and distribute weekly system-wide contracted fuel pricing: Platts, Argus, and OPIS indexes.

Attend, represent, and participate in fuel consortium meetings to ensure that the airport’s fuel farm or distribution system is operated safely, efficiently, and cost-effectively.

Assist and provide support to the Fuel Invoice team with disputes and ensure timely corrections of any discrepancies.

Work with other Allegiant departments (Accounting, Quality Assurance, Safety and Training, Tax, Treasury, Accounts Payable, Airport Services, Finance, OCC, Dispatch, etc.) as needed to support fuel management and company objectives.

During fuel supply disruptions or constraints, coordinate with Fuel Inventory, OCC Dispatch, Fuel Farm Managers, carriers, and airport stakeholders to develop and execute short- and long-term mitigation plans.

Coordinate with TPSS, fuel systems, procurement systems, BI teams, external fuel vendors, and other cross-functional company initiatives impacting fuel and operations to automate
